Job Duties

The Virginia Department of Juvenile Justice (DJJ) protects the public by preparing court-involved youth to be successful citizens. DJJ is committed to excellence in public safety by providing effective interventions that improve the lives of youth strengthening both families and communities within the Commonwealth.

DJJ is currently hiring a Talent Acquisition Business Consultant. The role of the Talent Acquisition Business Consultant is to provide advanced-level professional Human Resource talent acquisition and recruitment consultation to all levels of management and employees. This position manages the full life recruitment cycle from vacancy to new hire onboarding for assigned Divisions/Units. They will build and manage candidate pipelines for current and future positions. This role will develop execute and implement recruitment strategies procedures and practices that align with DJJs mission and strategic framework. This position will be located at the Bon Air Human Resources Office.

It will ensure that human resources practices are carried out in accordance with guidelines and standards established by the Department of Juvenile Justice Department of Human Resource Management (DHRM) and supporting state and federal agencies.

Minimum Qualifications

  • Considerable working knowledge of human resource management policies and procedures including federal and state employment laws regulations and HR best practices.
  • Demonstrated knowledge of human resource administration principles and practices including talent acquisition recruitment and selection (advertising screening interviewing and negotiating salaries) and applicant tracking systems.
  • Knowledge of the principles and processes for providing customer and personnel services including customer needs assessment meeting of quality standards for services and evaluation of customer satisfaction.

Skills required:

  • Strong communication skills to include presentation written listening and interpersonal skills.
  • Proficient with current software packages including Microsoft Office applications (Word Excel and PowerPoint).
  • Skills in using Human Resource Information Systems (HRIS) and applicant tracking software.
  • Strong attention to detail and providing quality work.
  • Excellent relationship-building consultative and collaboration skills.

Abilities required:

  • Demonstrated ability to analyze staffing trends and issues and recommend solutions that are logical and legally supportable.
  • Demonstrated ability to implement innovative human resources strategies and identify and implement process improvements.

Additional Considerations

  • Experience and working knowledge of policies and organizational functions of state government.
  • Working knowledge of compensation classification benefits and performance management.
  • Experience using state HR systems to include Cardinal and PageUp and/or related HRIS.
  • Some knowledge of the Department of Juvenile Justice and DJJs workforce.
  • PHR/SPHR SHRM-SCP/CP SHRM Talent Acquisition Specialty Credential.
