The Ohio Emergency Management Agency is a division of the Ohio Department of Public Safety and is the states central point of coordination for response to and recovery from disasters. When not in a response or recovery mode our focus is to ensure that Ohio and its citizens are prepared to respond to an emergency or disaster and to lead mitigation efforts against the effects of future disasters.
We interface with local state and federal agencies to bring resources of recovery and support to Ohioans impacted by disaster. Our activities also include education training planning and preparedness- strengthening Ohios first responder capabilities and improving communication across the state.

What Youll Do:

Work Hours: 7:30AM to 4:30PM
Under the administrative direction of the Ohio Emergency Management Agency (EMA) Assistant Director coordinate & manage Ohio EMA fiscal operations:
Direct & oversee all activities of the Fiscal Branch; Analyze & develop policies & procedures as well as set priorities goals & objectives to ensure efficient & effective financial management;
Analyze project implement & monitor fiscal budgeting & cash activity including biennium budgets annual budgets allotments allotment adjustments federal & state grants & special projects dealing with complex budgetary functions;
Serve as the principal interface with Department of Public Safety (DPS) Administration Division federal & state agencies local jurisdictions payment care administrator & other applicable partners on matters related to financial activities of EMA;
Respond to public inquiries & advises policies & programs related to financial operations of the agency;
Analyze & advise senior management at EMA on budgetary &/or financial matters;
Make recommendations to senior management on budgetary & business operations of the agency;
Refine & issue guidance & administrative instructions to initiate purchasing inventory grant & budgetary activities;
Provide oversight over all EMA purchasing activities to include purchase approval;
Develop evaluate & recommend changes to divisional capital & biennium budget;
Establish priorities & supervise subordinate supervisory personnel (e.g. provide developmental opportunities & work direction coach staff to foster development monitor staff activities to ensure quality customer service & information technology security evaluate performance approve section staffing levels recommend discipline pre-screen applications & participate in interviews);
Advise program managers in development & maintenance of responsive accounting & other record keeping systems required for adequate state & federal audit trails;
Monitor budget to ensure continued & efficient operations;
Investigate cause of budget variances & suggest & implement corrective action & controls as necessary;
Review all major encumbering revenue & expenditure documents to ensure compliance with state federal & departmental requirements;
Participate in review of financial activities accounting transactions analysis & verification of balances;
Conduct meetings & issue guidance on operations & daily coordination of all financial operations of the agency;
Establish appropriate level of internal controls & procedures for the Fiscal Branch;
Assist with other emergency duties at the EOC as required during disaster response & recovery to include finance business support function;
Perform other duties as assigned.
