The team member we are searching for:

Directs the operations of a medium-sized community library or performs more difficult and specialized library work.

Works under the general supervision of higher-level librarians Assistant Library Administrator or Library Administrator and either: 1) have immediate charge of a of a medium-sized community library including the supervision of lower level professional and/or paraprofessional and clerical staff; 2) direct the operation of a library resource center with specialized ethnic and cultural materials; 3) perform the more difficult and specialized library work on system-wide childrens programs; 4) serve as the second-in-charge at the West Hollywood Library including managing specialized youth and adult library programs and services and supervising lower-level professional and paraprofessional staff.

Incumbents in this class exercise independent judgment and apply knowledge of library science theories principles and techniques to perform assignments; and demonstrate awareness of local community trends and issues the impact library services. In addition incumbents must possess specialized professional expertise in their assigned area; be able to make presentations and provide individual and group instruction and use current technology to perform librarian duties. Supervisory positions must also apply their knowledge of supervisory principles relevant Memoranda of Understanding departmental policies rules and regulations and library locations and services.

Essential Job Functions

Position responsibilities include but are not limited to:


All Positions

Provide individual and group instruction on the proper use of library technology and resources.

May research grant programs write funding applications and assist in coordinating activities of a grant program.

Maintains records and prepares reports or grant proposals as advised.

Implements policies and procedures.

Serves on committees to develop programs policies procedures and training.

Act in-charge of one or more community libraries as needed.


Community Libraries

Directs the operations of a medium-sized community library or serves as second-in-charge of the West Hollywood Library supervising designated library staff; interprets and communicates library policies and procedures to staff and customers; analyzes customer needs to deliver responsive services; serves as a liaison with local officials groups and agencies; and coordinates activities volunteer groups and maintains a safe and clean facility.

Maintains a strong ongoing relationship with County/city officials community organizations schools and other agencies to address all matters related to library services; clarify department policies and procedures and foster effective communication and cooperation between the community and the library.

Plans marketing strategies to promote department programs and activities to the community.

Fosters and maintain positive public relations to promote library programs and services.


Public Services Administration

Directs a library resource center that features a specialized collection of ethnic cultural economic or public service print and non-print library materials; plans and provides specialized reference services related to the centers collection for library customers; engages with the community served by the special collection plans events that showcase the collection and addresses community needs.

Serves as departmental specialist responsible for securing evaluating and supervising performers for childrens programs across the department; assists in planning and coordinating childrens programs including Summers Reading Program annual Performers Showcase bookmark contests collaborative programs and other outreach programs; prepare book lists and resource materials; assist with staff training in programming and performer hiring; and monitor the childrens programming budget.

Requirements

Requirements To Qualify:


To qualify for this position applicants must have a Master of Library Science degree from an accredited college or university* and meet one of the following:

Option I: One year directing the operations of a small community library at the level of Los Angeles Countys class of Librarian II**.

Option II: One year performing specialized professional library services in a specialty area such as youth adult or technical services at the level of Los Angeles Countys class of Librarian II**

Option III: Two years performing professional library services in areas such as youth adult or technical services at the level ofLos Angeles Countys class of Librarian I***


License:
A valid California Class Driver License or the ability to use an alternate method of transportation when needed to carry out job-related essential functions.

Physical Class III Moderate:
This class requires that the incumbent stand or walk most of the time with bending stooping squatting twisting reaching working on irregular surfaces occasional lifting of objects weighing over 25 pounds and frequent lifting of 10-25 pounds.

A small community libraryis defined as a public library established under state enabling laws or regulations to serve the community district or region and provides at least the following:

  • An organized collection of printed or other library materials or a combination thereof.
  • Employs one (1) - two (2) full-time professional and para-professional staff.
  • A predetermined schedule outlining when staff services are available to the public.
  • The facilities necessary to support such a collection staff and schedule and is supported in whole or in part with public funds.

Assessment Process

Once we have identified that you meet our requirements an invitation regarding the following assessment processes will be sent.


This assessment will consist of a structured oral interview weighted 100%. The oral interview will assess knowledge and understanding of the position supervision interpersonal relationships problem solving and oral communications skills.

The passing score for the assessment is 70%.


Eligibility and Vacancy Information

Candidates who passed the assessment are placed on the register in the order of their score group for a period of twelve (12) months. We will use this register to fill vacancies in LA County Library as they occur.

Special Information
