The LA County Board of Supervisors recently declared a local state of emergency for homelessness and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing mental health and substance use. Those who successfully pass the assessment will be considered for permanent appointment to Health Program Manager I.

Essential Job Functions

Position Responsibility
Develops implements and monitors strategy prevention diversion and reentry programs that serve justice impacted individuals and their communities

Directs all ongoing oversight activities of a program or initiative (e.g. research reports policy recommendations grant applications budget reports survey results focus group data legislation laws County code State/Federal regulations) that serve justice impacted individuals and their communities

Directs through subordinate supervisors (e.g. Program Analyst III JCOD): budget preparation contract administration and grant acquisition of multiple programs and services

Participates in the departments strategic planning

Investigates and responds to various higher-level complaints complex issues inquiries (e.g. board complaints contracts grants grievances audits) related to programs and initiatives that serve justice impacted individuals

Directs the preparation of variety of documents (e.g. presentations training materials board correspondence executive level reports executive summaries of program effectiveness)

Represents the department and the division in Countywide justice related projects (e.g. in various meetings within the department community and committees; labor-related meetings)

Oversees large multidisciplinary task force(s); represents department at various internal/external functions or events (e.g. meetings committees conferences public hearings board meetings)

Supervises subordinate supervisors (e.g. Program Analyst III JCOD)

Requirements

Requirements to Qualify:
A Bachelors degree* from an accredited** college or university in a discipline related to the core business function of the department AND Three years of experience at the level of the Los Angeles County class of Health Program Analyst III***. A Masters degree* in a discipline related to the core business function of the department will be accepted for one year of the required experience.

*In order to receive credit for a Bachelors Degree or higher degree you MUST attach a legible copy of your official diploma official transcripts or official letter from an accredited institution which shows the area of specialization at the time of filing (preferred) or within seven (7) calendar days from application submission. **Accredited institutions are those listed in the publications of regional national or international accrediting agencies which are accepted by the Department of Human Resources (OHR). Also acceptable if appropriate are degrees that have been evaluated and deemed to be equivalent to degrees from United States accredited institutions by an academic credential evaluation agency recognized by The National Association of Credential Evaluation Services or the Association of International Credential Evaluators. Inc.

NOTE:For the purposes of this recruitment fields of study that are to be considered a discipline related to the core business function of the department as outlined in the above Requirements to Qualify are as follows:


***In the County of Los Angeles experience at the level of Health Program Analyst III is defined as supervising a team providing technical and consultative services (e.g. overseeing the analysis development and implementation of social services programs or justice program) and/or supervising operations of social services or justice programs (e.g. Prevention Reentry Pretrial).

DESIRABLE QUALIFICATIONS:
  • Experience linked to housing mental health and/or substance use disorder treatment services
  • Experience managing community-based organizations under contract to provide health and/or social services to at-risk populations
  • Experience utilizing data and managing personnel for improving the operational capabilities of the unit and/or department
  • Experience overseeing the creation and execution of strategic planning which oversees a collection of key projects focused on driving organizational change
  • Experience with the criminal legal system demonstrating a strong understanding of rehabilitation strategies community engagement and data- driven outcomes to effectively address recidivism and support justice-involved individuals

LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS:
Physical Class II Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending stooping or squatting. Considerable ambulation may be involved.

EXAMINATION CONTENT:
Before the end of your initial work assignment the appointing department will evaluate your performance. Those who achieve a passing score on this evaluation will be considered for permanent appointment.

Those who successfully pass the assessment will be considered for permanent appointment to Health Program Manager I.
Under the emergency order applicants who meet the requirements may be hired for an initial period of up to 90 days with an opportunity for permanent County employment.

Background Process:
Appointment to this position is contingent upon successful clearance of all pre-employment screening and onboarding requirements. This position requires live scan clearance.
