Description of Work

This Role Is Eligible To Be Hybrid And Has Onsite Reporting Located Within Raleigh NC

This Senior Budget Analyst position supports strategic decisionmaking across some of the largest and most complex state agencies by providing advanced financial consultation policy review and program evaluation. The role leads budget development fiscal analysis and compliance activities to ensure agency spending aligns with federal and state requirements. This position serves as a key advisor to leadership offering actionable insight into cost trends budget adjustments and legislative impacts.

The work of the Senior Budget Analyst is essential to ensuring the financial integrity and operational effectiveness of critical public programs. From developing departmental budget strategies to evaluating risk and regulatory compliance this role influences the fiscal direction of major health and human services initiatives. Analysts in this position work independently engage with legislative and executive stakeholders and use indepth data analysis to support sound fiscal policy and programmatic outcomes.

Key Duties Include:
  • Analyze division/agency budgets for accuracy policy alignment and resource utilization.

  • Lead development of budget recommendations and ensure timely certification aligned with legislative intent.

  • Conduct complex fiscal analyses to guide departmentlevel budget and policy decisions.

  • Provide consultation on cost trends financial risks and compliance with state and federal regulations.

  • Monitor program expenditures identify deficiencies and develop fiscal solutions.

  • Review and advise on contracts staffing structures and budget adjustments for operational integrity.

  • Serve as a liaison between Budget and Analysis and divisional teams ensuring consistency and accountability.

  • Facilitate crossfunctional initiatives and respond to highpriority internal and external fiscal inquiries.

  • Oversee monthly budget closeouts in line with the Office of State Controller and State Budget Office standards.

  • Communicate priorities and influence budget staff to meet department goals effectively.

  2. Researching and analyzing issues that impact the Departments budgets plans and programs

Bachelors degree in business administration public administration accounting or related field from an accredited institution and five years of experience preferably in governmental accounting on budgeting including one year in advanced and responsible analyst or administrative capacity

An equivalent combination of education and experience.
