Position Marketing Statement

The Office of the State Fire Marshal (OSFM) is accepting applications to fill the position of Administrative Rules Coordinator. The agency is seeking to hire an independent highly organized candidate with strong communication skills. The candidate must possess the ability to understand and convey complex ideas and effectively apply strategic thinking and problemsolving to highlevel agency matters. The ideal candidate understands the importance of collaboration and rapportbuilding and is proficient in applying quality improvement tools to enhance work efficiency and accuracy. As the Administrative Rules Coordinator and employee of the State of Illinois the selected candidate will have access to state healthcare benefits and a pension plan. Essential Functions

  • Develops implements and administers the Rules program on a statewide basis established by legislation for the Office of the State Fire Marshal (OSFM).
  • Prepares and files administrative rules and documents with the Illinois Secretary of State (ISOS) and Joint Committee on Administrative Rules (JCAR).
  • Develops and implements agency policy to ensure alignment with administrative rules and statutes.
  • Supports and assists with agency legislative process.
  • Attends and participates in staff meetings conferences seminars training sessions etc. to increase professional experience and knowledge.
  • Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge skill and mental development equivalent to completion of four (4) years of college preferably with courses in business and public administration.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization.
  • Requires one (1) or more years of experience in the administration of fire safety regulations.
  • Requires three (3) or more years of experience drafting administrative rules or ordinances for a government entity.

Preferred Qualifications

  • Prefers three (3) or more years of experience in the strategic development and implementation of initiatives for a government entity.
  • Prefers four (4) or more years of experience communicating complex and technical information both orally and in writing.
  • Prefers three (3) or more years of research experience related to laws and regulations.
  • Prefers five (5) or more years in the utilization of MS Office programs which include MS Word Excel Powerpoint Outlook and Teams.
  • Prefers previous coursework in public policy or communications.

Conditions of Employment

  • Requires a current and valid drivers license.
  • Requires the ability to pass a background check.
  • Requires ability to travel to travel with overnight stays as appropriate.
  • Requires the ability to pass drug screening.
  • Overtime is a condition of employment and you may be requested to work overtime including scheduled unscheduled or lastminute overtime.
  • This position is considered sedentary work as defined by the U.S. Department of Labor (20 CFR 404.1567(a)).Sedentary work involves lifting no more than 10 pounds at a time and requires occasional lifting carrying walking and standing.
