Purpose of Job
The purpose of this job is to supervise and coordinate the projects of Information Technology (IT) staff involved in development programming support and maintenance for the AthensClarke County Unified Government. Duties and responsibilities include but are not limited to assisting IT Director in all phases of budget preparation project planning staff supervision and performing additional tasks as assigned.
Job Related Requirements
Work Schedule8:00am5:00pm Monday Friday oncall rotation.Nights and weekends as needed
May be required to work on religious holidays.
Regular and predictable attendance is required.
Must work cooperatively with others.
When requirements include vehicle operation responsible for the safety readiness and operation of the vehicle and must abide by ACCs safe driving policy.
Bachelors degree in computer science/information management information systems or a related field required; with four years of networks networking hardware and/or object oriented programming languages experience in a multiuser environment required; or any equivalent combination of education training and experience which provides the requisite knowledge skills and abilities for this position.
Three years of supervisory or project management experience in an IT environment is required.
Must possess a valid drivers license.
Criminal fingerprint background check must indicate eligibility for access to sensitive public safety information such as GCIC records and other confidential departmental data which may reasonably be accessed during execution of IT duties.
The following duties are normal for this job. These are not to be construed as exclusive or allinclusive. Other duties may be required and assigned.
Supervises and evaluates assigned staff directing work assignments counseling and disciplining employees when necessary and completing employee performance appraisals.
Analyzes automation needs for various Unified Government departments and divisions; modifies existing applications or develops new systems; develops related requests for proposals.
Performs system configurations installations and modifications for hardware and software.
Assists System Analysts with resolving technical hardware and software problems.
Consults with outside technical engineers when performing troubleshooting and problemsolving activities.
Evaluates and selects hardware and software based upon user needs and vendor demonstrations.
Researches and writes assessment reports on hardware software operating systems and modifications.
Trains users on hardware and software; demonstrates new systems and assists users with computer related problems.
Develops application software as needed; designs intermachine program conversions.
Installs and monitors all operating and systems software.
Performs disaster data recovery activities as needed.
Assists with preparation of division operating budget and governmentwide capital budgets for computer projects.
Provides oncall support services to all departments.
Conducts systems analyses of manual and automated systems and recommends modifications as needed.
Ensures that the integrity of computers and software applications is maintained and secured.
May be assigned division management responsibilities in the absence of the Information Technology Director.
Assists in interviewing and selecting job applicants.
Performs other related duties as required.
Knowledge Skills and Abilities
Knowledge of the policies practices procedures and activities of the AthensClarke County Government and the operations and functions of the Information Technology Department.
Knowledge of management personnel and financial practices policies and procedures as necessary in the completion of daily responsibilities.
Knowledge and ability to develop and administer operations and staff plans and objectives for the expedience and effectiveness of specific duties of the position.
Knowledge of all applicable laws ordinances policies standards and regulations pertaining to the specific duties and responsibilities of the job.
Knowledge of changes in policy methods operations computer technologies budgetary and equipment needs etc. as they pertain to division operations and activities.

Knowledge of wiring systems job applications diagnostics reports and several other various computer analysis processes and software programs.

Ability to develop and administer policies procedures plans and activities and to monitor performance of subordinates against measured established goals.
Ability to effectively communicate and interact with subordinates management employees members of the general public and all other groups involved in the activities of the Information Technology Department.
Ability to communicate technical information to others.
Ability to assemble information and make written reports and documents in a concise clear and effective manner.
Ability to use independent judgment and discretion in managing subordinates including the handling of emergency situations determining and deciding upon procedures to be implemented setting priorities maintaining standards and resolving problems.
Ability to comprehend interpret and apply regulations procedures and related information.
Ability to perform mathematical calculations.
Ability to read understand and interpret personnel and financial reports and related materials.
PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including computer equipment and electronic and diagnostic troubleshooting equipment such as hand tools voltage meters line testers etc. Must be able to use body members to work move or carry objects or materials. This position requires: walking bending stooping standing pushing pulling lifting fingering grasping feeling seeing talking hearing and repetitive motions. Must be able to exert up to 50 pounds of force occasionally and/or up to 20 pounds of force frequently. Physical demand requirements are at levels of those for medium work.
DATA CONCEPTION: Requires the ability to compare and/or judge the readily observable functional structural or compositional characteristics (whether similar to or divergent from obvious standards) of data people or things.
INTERPERSONAL COMMUNICATION: Requires the ability to hear speak and/or signal people to convey or exchange information. Includes giving/receiving assignments and/or directions to coworkers or assistants / from supervisors.
LANGUAGE ABILITY: Requires ability to read a variety of diagrams reports manuals online resources and informational documentation directions instructions and methods and procedures. Requires the ability to utilize requisitions purchase orders hard/soft statistics diagrams correspondence reports and other documents using prescribed formats and conforming to all rules of punctuation grammar diction and style. Requires the ability to speak to people with poise voice control and confidence.
INTELLIGENCE:Requires the ability to learn and understand complex principles and techniques; to acquire and be able to expound on knowledge of topics related to primary occupation; and to make independent judgment.
VERBAL APTITUDE: Requires the ability to record and deliver information to explain procedures and to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of administrative technical or professional languages including legal computer accounting electrical and personnel terminology.
NUMERICAL APTITUDE: Requires the ability to utilize mathematical formulas; add and subtract totals; multiply and divide; utilize and determine percentages; interpret graphs; compute discount interest profit and loss ratio and proportion etc; perform calculations involving variables formulas square roots and polynomials.
FORM/SPATIAL APTITUDE: Requires the ability to inspect items for proper length width and shape visually with computer equipment and diagnostic tools.
MOTOR COORDINATION: Requires the ability to coordinate hands fingers and eyes accurately in using computer equipment and diagnostic tools. Requires the ability to use the keyboard lift bend push and pull objects or materials using body parts as the position necessitates.
MANUAL DEXTERITY:Requires the ability to handle a variety of items such as computer equipment and diagnostic tools. Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities. Must have minimal levels of eye/hand/foot coordination.
COLOR DISCRIMINATION: Requires the ability to differentiate between colors and shades of color.
INTERPERSONAL TEMPERAMENT: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under considerable stress when confronted with an emergency.
