The Monterey CountyTreasurerTax Collector is an elected officer of the County. Operating under statutes of the State of
California the TreasurerTax Collector performs a variety of functions which collectively contribute to the financial
management network of the County the Countys school districts and many of the Countys special districts. The primary
responsibilities of the TreasurerTax Collector include the billing collection reporting and accounting for all real and
personal property taxes levied in the County transient occupancy and cannabis business taxes levied in unincorporated
county areas and business license monitoring and collection; banking and investment of county school and special district
funds; and collection enforcement for Superior Court fines. The department of the TreasurerTax Collector consists of three
divisions: Tax Collection Treasury and Revenue.

The Revenue Officer I position is located within the Revenue Division whose primary function is to act as the collection agent for Monterey County Superior Courts criminal fines and fees and delinquent traffic fines. Additionally the Revenue Division acts and is committed as the collection agent for the Probation Department Sheriffs Office and Public Defenders Office. The division leverages technology with automated systems including a predictive dialer system and operates in the same manner as is recognized as a Comprehensive Collection Agency as outlined in Section 1463.007 of the California State Penal Code. In addition the Revenue Division adheres to FDCPA and FTB guidelines.

The Eligible List established by this recruitment process may be used to fill current and future vacancies on a regular fulltime parttime or temporary basis.

This classification is part of a flexible series. Incumbents appointed at the lower level of the career series may be promoted up to the higher level of the career series subject to their meeting the employment standards for the higher class and a recommendation for their promotion by the appointing authority.

Examples of Duties

  1. Recovers money owed to the County on current and delinquent accounts through written correspondence and personal contacts.
  2. Provides backup assistance for incoming Revenue Division telephone calls.
  3. Uses skip trace methods to identify/locate persons with unpaid debts to the County.
  4. Interviews individuals who have incurred debts with the County to determine ability of the debtors to pay delinquent amounts owed.
  5. Negotiates payment arrangements with debtors and extend terms of payment within established guidelines.
  6. Keeps accurate records creates memos and prepares reports as needed.
  7. Research databases and websites for collectionrelated activities.

THE SUCCESSFUL CANDIDATE
Will have a proven track record demonstrating the following knowledge skills and abilities:

Working Knowledge of:
  • Methods skills and techniques used in effective collections
  • Fair debt collection practices of the State of California
  • Standard office procedures
Some Knowledge of:
  • Computer assisted revenue management systems
Skill and Ability to:
  • Learn and apply pertinent laws regulations and codes relating to legal collection of funds
  • Read and understand oral and written instructions and collection procedures
  • Interview debtors and analyze financial information to determine ability to pay
  • Compute basic mathematical problems accurately
  • Communicate effectively in both oral and written format
  • Provides excellent and courteous customer service and establish and maintain effective working relationships

Examples of Experience/Education/Training

Any combination of training education and/or experience which provides the knowledge skills and abilities and required conditions of employment is qualifying. An example of a way these requirements might be acquired is:

Two years of general office clerical work including one year entry level experience demonstrating public contact in connection with the collection of delinquent accounts or general collection activity at a collection agency or similar entity;

OR

One year of demonstrated experience in the extension of credit loans or collection work in a collection agency government agency or business having a comprehensive collection function.
