The Scotland Office occupies a unique place at the heart of the UK Government. It supports the Secretary of State for Scotland in promoting the best interests of Scotland within a stronger United Kingdom. It ensures Scottish interests are fully and effectively represented at the centre of the UK Government and that the UK Governments responsibilities are fully and effectively represented in Scotland.

The Strategy Projects and Analysis (SPA) Team sits at the heart of the Scotland Office (SO) in the central Operations and Strategy Division of the department a crossdepartmental function providing strategic direction capability and operational support.

You will be joining a small supportive experienced and fastpaced team that places collaboration challenge innovation and highquality outputs at the centre of what we do.

The job may require occasional travel within Scotland and to London.

Responsibilities

  • Shaping and leading the departments Analysis Hub delivering regular policy analysis or analytical projects across a range of different areas in line with Ministerial priorities.
  • Leading the departments approach to and delivery of M&E across departmental outputs.
  • Leading the development and review of Business Cases.
  • Leading SO policy development and engagement with Other Government Departments (OGDs) on data sharing and data policy.
  • Leading SO policy development and engagement with HM Treasury (HMT) on Barnett fiscal and tax policy.
  • Working closely with colleagues across SO to ensure analysis and M&E considerations are at the heart of priority deliverables and programmes.
  • Providing regular analytical briefings and M&E updates to SO Senior Civil Servants Special Advisers and Ministers in line with their priorities.
  • Supporting wider SPA team outputs in line with your teams analytical portfolio such as the delivery of fiscal events or priority projects.

Technical / Professional Skills:

  1. Strong analytical skills and judgement together with experience of using evaluation to analyse the impact of your work acting on results to revise your approach.

Experience:

  • Intellectually curious continuously challenging and shaping your teams portfolio and deliverables.
  • Ability to work confidently with a range of colleagues external partners and ministers and to influence and prioritise direction of work.
  • Experience in the review and development of Business Cases to HMT Green Book standard alongside strong knowledge of UK Government delivery mechanisms and processes.
  • Track record of delivering high quality analytical outputs at pace.
  • Knowledge of the UK Government Barnett data fiscal and tax policy is desirable.
