Job Description

Main Responsibilities

Co-ordination and management

  • Support the Division in the effective organisation and delivery of the meetings of the Working Party on Data Governance and Privacy (WPDGP) to deliver the Programme of Work and Budget of the WPDGP and the Digital Policy Committee (DPC).
  • Coordinate projects and workstreams relating to data governance and privacy with specific regard to cross-regulatory digital cooperation and Data Free Flow with Trust (DFFT) to ensure efficient and effective delivery in line with expectations.
  • Collaborate with other STI Divisions and other OECD bodies as relevant on key topics and cross-cutting issues. Develop strong working relationships with OECD colleagues senior public officials including Delegates other international organisations private sector representatives civil society and other stakeholders.

Research policy analysis and drafting

  • Contribute to the Divisions work to review assess disseminate and support implementation of relevant OECD legal instruments.
  • Prepare background notes and other technical documents as well as presentations on complex substantive matters.
  • Conduct research and analysis and support concrete projects with respect to data flows governance and privacy with a specific focus on cross-regulatory digital cooperation and Data Free Flow with Trust (DFFT).
  • Develop analytical work for meetings and technical seminars presenting this work to the Delegates and participate in their deliberations.

Representation and Communications

  • Make presentations on substantive matters to senior officials at external meetings.
  • Represent the OECD at international and regional meetings as required. 
  • Participate in missions to Member and non-Member countries as required. 
  • Disseminate OECD papers and work to a wide array of audiences.

Qualifications :

Ideal Candidate Profile

Academic Background:

  • An advanced university degree in law public policy or a related subject.

Professional Background:

  • A minimum of five years of relevant professional experience dealing with data flows data governance and privacy and cross-cutting policy domains in an international organisation or national administration.
  • Proven ability to write analytical papers and address clearly complex legal and policy issues in data flows governance and privacy and related cross-cutting policy domains.
  • Experience in managing relationships with government and international officials and in contributing to the organisation agenda and outputs of international events.
  • Experience with the OECDs structure processes and systems would be a plus.

Languages:

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other with a commitment to reach a good working level.

Core Competencies

  • There are three possible levels for each competency. The level for each competency is determined according to the specific needs of each job role and its associated grade.

  • This vacancy should be filled as soon as possible and applications should reach us no later than 31 August 2025 23h59 (Paris time).

Please note that our Rules and Regulations stipulate that the mandatory retirement age is 67.

Contract Duration

  • 13-month fixed-term appointment with the possibility of renewal to a maximum of 36 months.
