Job Description

Background

The California Institute for Regenerative Medicine (CIRM) is the states Stem Cell Agency. We were created by the voters of California when they approved Proposition 71 in 2004 and renewed when Proposition 14 was approved in 2020 providing $5.5 billion to invest in stem cell research in California. CIRMs mission to accelerate worldclass science to deliver transformative regenerative medicine treatments in an equitable manner to a diverse California and world is what drives us to succeed every day.

Position Description

The Finance Specialist reports to the Director Finance and receives the majority of assignments from this role. This position operates with minimal supervision and is expected to exercise sound judgment and initiative in carrying out responsibilities. The Finance Specialist is responsible for supporting the administration of CIRMs accounting operations. CIRM contracts with the Department of General Services (DGS) specifically working with its Contracted Fiscal Services (CFS) unit. This position serves as the primary liaison between CIRM and DGS/CFS ensuring the accurate and timely recording of CIRMs accounting transactions. This position will oversee the travel program including policy updates training and approvals.


Job Functions

Transaction Management

  • Financial transactions including purchase orders contract invoices travel expense claims and revolving fund checks in accordance with State Financial Information System for California (Fi$Cal) and CIRM policies and procedures.
  • Review and verify the accuracy of invoices processed by Finance team members.
  • Handle cash receipts and collaborate with the Grants Management Office to ensure correct deposit data.

Financial Management

  • Maintain and update financial spreadsheets and monitor contract balances.
  • Partner with program managers and the Business Services Officer to ensure sufficient funding is available to meet operational needs.

Reconciliation

  • Conduct monthly reconciliations of financial transactions and coordinate with DGS to resolve discrepancies.
  • Reconcile bond payments and cash logs to appropriate accounts and assist the Finance Officer with bond cash analysis.

Accounting Liaison

  • Serve as a liaison between CIRM DGS and the State Controllers Office (SCO) to ensure accurate preparation and submission of accounting data.
  • Support the Director of Finance with daily accounting operations including invoice payments and data tracking.
  • Coordinate voucher creation and payment requests and assist in developing financial procedures templates and training resources.
  • Reconcile bond payments and cash logs to appropriate accounts and assist the Finance Officer with bond cash analysis.

Travel Coordination

  • Maintain CIRMs outofstate travel documentation and reconcile expenditures with Fi$Cal reports.
  • Manage unused tickets coordinate with frequent travelers and deliver training on travel systems (Concur CTA/MTG/VCA PCard).
  • Administer CIRMs Concur travel program resolve issues with DGS and assist staff and board members with travel claims and reimbursements. Performs other duties as may be required to further the goals of CIRM and the governing board.

Other Duties

Perform additional financerelated responsibilities as needed to support CIRMs goals and operations.

Qualifications (Experience and Education)

  • Preferred bachelors degree in Business Administration with focus in Finance or Accounting or may substitute relevant professional experience for the four year educational requirement.
  • Minimum of four years of increasingly responsible professional experience in accounting or budget operations related to public sector or government environment.
  • Thorough knowledge of State Fi$Cal and organizational policies and procedures.
  • The Finance Specialist reports directly to the Director Finance.


Competencies

  • Strong ability to analyze complex data and effectively communication findings to coworkers and management.
  • Advanced proficiency in Microsoft Excel and working knowledge of Word Outlook PowerPoint Adobe PDF and DocuSign.
  • Proficiency with Fi$Cal particularly in Accounts Payable and General Ledger Modules.
  • Excellent organizational and time management skills with the ability to prioritize competing tasks and meet deadlines.
  • Selfmotivated able to work independently and collaboratively as a team player.
  • Strong written and verbal communication skills for preparing reports correspondence and presentations.
  • Capable of adjusting to changing priorities evolving policies and highpressure environments.
  • Strong problemsolving abilities with a proactive approach to identifying issues analyzing root causes and implementing effective solutions independently or in collaboration with others.
  • Principles and practices of governmental accounting budgeting purchasing and contracting.
  • State financial policies and procedures including those related to Fi$Cal and the State Controllers Office (SCO).
  • Financial reconciliation processes bond accounting and cash management practices.
  • Perform a wide variety of financial transactions with accuracy and minimal oversight.
  • Analyze discrepancies reconcile accounts and prepare accurate financial reports.
  • Exercise sound judgment tact discretion and professionalism in sensitive matters.
  • Work collaboratively with program managers finance staff and external government agencies.


Working Conditions

  • Hybrid environment required to work two days in the South San Francisco office and three days remotely. Inperson attendance of organizational meetings and board subcommittee and working group meetings as required.
  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be willing to work in a highrise building.
  • Ability to operate standard office equipment such as but not limited to a personal computer basic calculator printer copier and scanner.
  • Ability to move materials and equipment including boxes up to 25 pounds.
  • Be available to work outside of normal business hours.

Salary Range

This position is expected to pay $115638 $132000 which fits within the full salary range of 115638 $151082. It is uncommon for an individual to be offered a salary close to the upper end of the full range for a position. Salary for this position will reflect the final candidates qualifications experience skills knowledge relevant education and certifications in addition to being aligned with the internal peer group.
