Reporting to the Director Financial Services this position is the primary Finance representative on key Town strategic initiatives performing related financial analysis reporting and forecasting; direct point of contact for the development community as well as other internal and external stakeholders on matters related to development charges and credits. Assists with the management and preparation of the Corporations annual operating / capital budgets and the longrange financial plan (LRFP). Includes budget monitoring / reporting and other financial requirements.
How you contribute to our organization:
- Provide primary financial support for the preparation of the Development Charges Background Study; leading the compilation of required data in working with multidisciplined professionals and crossfunctional staff; calculation of development charges under the Development Charges Act; and provision of related analyses.
- Provide financial support in creating developmentrelated longrange financial plans; including cash flow pay back cost benefit and whatif analyses under various scenarios.
- Lead in the implementation of the developmentrelated financial plans; including the preparation/implementation of financial agreements with developers; monitor of project performance in liaison with project managers; determining cash flow requirements in project accounts; coordinating the administration/reporting of funding transactions in accordance with terms set out in the agreements and the Towns capital financing policy as applicable; and addressing stakeholder inquiries.
- Undertake financial analyses to support staff reports concerning developmentcapital projects; provide input in preparing capital variance reports; and prepare financial reports at yearend and as required including Development Charges Reserve Funds Statements in accordance with guidelines set out in the Development Charges Act.
- Provide expertise and guidance to Finance leadership on applicable policies and considerations that need to be addressed and provide the impact on the delivery of Town programs and services.
- Prepare presentations briefing notes business cases project management documents training materials resources and reports for Management and Council.
- Liaise with external stakeholders on projectrelated financial matters including development charge agreements securities etc.
- Uses strong data analysis skills including coding skills as necessary to combine data from multiple platforms into a consolidated report.
What you bring to the team:
- Completion of a multiyear Diploma in Accounting or Finance with progression towards accounting designation or related discipline combined with relevant Municipal experience.
- University degree with CPA designation and relevant Municipal experience is preferred.
- Four to five years of relevant financial reporting and budgeting experience preferably in a Municipal government finance environment.
- Advanced database and spreadsheet knowledge with excellent mathematical reasoning analytical and accounting skills.
- Experience in coding an asset
- Exceptional understanding of Microsoft Office applications and knowledge of Great Plains and Questica would be an asset.
- Excellent analytical skills are required.
- Attention to detail and ensuring accurate and timely entry and analysis of data.
- Excellent interpersonal skills required for frequent contact with internal staff Directors Managers Supervisors other staff and externally with auditors when required.
- Responsible for the ongoing updates and maintenance of computer database files.
- Presents data and information to Management groups and external stakeholders including the development community.
Salary: $86354.00 $107937.83 plus employer paid benefits and OMERS pension plan
Hours: 35 hours per week 8:30 am 4:30 pm Monday to Friday
Location: Town Hall 24 Tupper Street West Alliston
Start Date: June 9 2025
