General Description
Assists in managing the daytoday operation of the Community Partnerships Division.

Works under administrative supervision developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.

Minimum Education and Experience Requirements
Requires a Bachelors degree from an accredited college or university with major coursework in social sciences public or business administration education or closely related field.

Requires eight 8 years in programmatic and fiscal management of social/human service delivery systems and four 4 years of supervisory experience or closely related experience.

Special Certifications and Licenses
Must possess a valid FL Class E Drivers License at time of appointment and must be able to obtain and maintain authorization to drive on County business.
Preferences
* Masters degree from an accredited college or university in Social Sciences Public or Business Administration Education or a closely related field.
* Six Sigma Certification(s).
* Certifications in Public Management.
* Licensed in the State of Florida as a Marriage and Family therapist (LMFT) Clinical Social Worker (LCSW) Mental Health Counselor (LMHC) and/or Clinical Psychologist.
* Certification(s) related to government contracting and/or procurement.
* Midlevel management experience with government funded large social service systems.
* Skilled in Team Building and Organizational/Community Engagement activities.
* Knowledge/skilled in Strategic Planning.

DUTIES AND RESPONSIBILITIES

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Supports the Division Director in managing of the daytoday operation of the Community Partnerships Division and completes oversight of Division in Directors absence; advises Division Director on trends and makes recommendations.

Develops implements and/or ensures compliance with Divisions policies and procedures and interprets and ensures compliance with County and Department policies and procedures.

Assists in planning implementing and coordinating Division programs and in developing program goals and objectives. Supervises and directs professional activities associated with quality assurance and data management for ongoing evaluation of performance/outcome attainment for Division contracts and grants.

Assists in managing complex information systems that capture and track data related to funded services. This includes service and fiscal data captured by client and agency. Implements additional tracking systems as needed to ensure budget forecasting contract utilization performance attainment and county staff time and effort is tracked. Ensures implementation of other tracking systems as required due to audits and continuous quality assurance initiatives.

Manages the oversight of the Divisions fiscal operations; oversees approval of budget transfers and journal voucher budget utilization and forecasting reimbursements and account reconciliation; reviews and approves all purchases made with Countys PCard (purchasing card); oversees the generation of the annual unit cost report for division; approves or disapproves requests and or payments associated with the business operations of the Division. Assists Division Director in managing the preparation of the Divisions annual budget process; Assists in developing implementing and maintaining strategic fiscal and capital improvement plans for the Division.

Participates in community initiatives to develop and implement coordinated unified systemwide strategic plans to meet the needs of
Broward County residents. Reviews existing systems of care in relationship to needs and recommends changes. Assists in developing/sustaining formal collaborative relationships with local notforprofit organizations and other local state and federal agencies.

Represents the Division at board council committee and community meetings as required; participates in local and statewide meetings. Assists staff associated with appointed boards as required. Attends conferences and public and professional meetings.

Identifies new alternatives for programming and financial resources through development of partnerships and leverage opportunities including grant applications to be submitted by the County or in collaboration with other local social or human service entities.

Directs and supervises professional and administrative staff with responsibilities that include but are not limited to fiscal management contract and management continuous quality assurance staff and provider training performance management Commission Agenda items public solicitations strategic planning division website and marketing material and expansion of the divisions Human Services data systems.

Assists in directing the administrative operations of the Division as related to personnel policies procedures and activities.

Makes recommendations related to ordinances and State and federal legislation.

Liaises with various departments divisions and offices in Broward County.

Serves as the Divisions lead emergency management and safety liaison.

Performs related work as assigned.

WORK ENVIRONMENT

Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
