The Opportunity
WSDOT is currently seeking a skilled Transportation Engineer 3 to serve as the Construction/Design Team Lead in the Mt. Vernon Project Engineer office. The Team Leader reports to the Assistant/Project Engineer in the Project Office and is tasked with the delivery of the Construction/Design phases of multiple engineering projects. This position reports project status to management and performs the direct supervision and mentoring of a team of Engineers and Technicians. Communication and coordination of Construction/Design activities with stakeholders specialty groups construction and maintenance personnel local governments and consultants. This position draws from existing knowledge skills and experience to quickly and accurately review analyze and evaluate contract plans and supporting contract documentation for accuracy and compliance with WSDOT standards and specifications.
What to Expect
Among the varied range of responsibilities held within this role the Construction/Design Team Lead will:
- Perform the overall inspection of all phases of contract work.
- Travel to project construction sites and provide guidance and support for field inspectors.
- Communicate with the Contractor on contract matters attend preconstruction and weekly meetings.
- Communicate regularly with supervisors inspection team contract administration team and project controller; communicate with WSDOT support groups federal state and local agencies and the public.
- Coordinate staff assignments and schedules with the activities of the Contractor.
- Perform contract plan review submit written comments during the project design phase within the scheduled timeframes provide constructability comments to the various design teams and participate in the roundtable meetings constructability meetings and other meetings as required.
- Coordinate and communicate lane road and sidewalk closure information with other support groups.
- Review and correct as necessary field note records daily reports and other reports submitted by inspectors to meet required timelines.
- Prepare weekly statements negotiate with contractors and review contract correspondence RFIs and submittals as required.
- Assist supervisors with workforce projections; provide support for preparation of change orders and construction project management plans.
- Provide background information for the preparation of funds requests aging of contract funds costtocompletes materials documentation contract submittals and other contract requirements.
- Assist in settling contractor disputes that occur during the project construction phase.
Qualifications
To be considered for this opportunity the following are required:
- High School Diploma or equivalent.
- One 1 year experience as a Transportation Engineer 2 or equivalent in Bridge Design Construction or Contract Administration.
- Valid drivers license.
- Ability to effectively communicate interact and coordinate work activities with WSDOT staff local agencies support groups consultants contractors and support group staff verbally and in writing.
- Ability to supervise evaluate provide leadership direction mentor and train diverse teams composed of Engineers and Technicians.
- Ability to operate a motor vehicle personal computer printer scanner copier and calculator.
- Ability to anticipate issues and identify solutions based on comprehensive understanding of inspection and construction documentation process within the WSDOT.
- Comprehensive knowledge of the Standard Specifications; and how they relate to WSDOT business practices.
- Availability to work all shifts including evenings nights weekends and overtime as needed to meet job requirements and deadlines.
It is preferred that qualified candidates also have:
- Associates degree in civil engineering and two years experience as a Transportation Engineer 2 or equivalent in Construction/Design.
OR
- A Bachelors Degree with major study in civil engineering structural engineering geotechnical engineering soil mechanics traffic transportation or a closely related field and two 2 years of experience as a Transportation Engineer 2 or equivalent in Design/Construction.
