Job Description

Summary Statement

These are two separate supervising positions under one job advertisement posting and selected candidates will work in either the Bride Design or Bridge Maintenance & Construction Groups. Positions will involve managing schedules and budgets of multiple concurrent bridge replacement rehab and SMC projects; supervising a team of project engineers; managing consultant tasks; provide quality reviews for accuracy and adherence to design standards and project scope; coordination with intradepartmental support sections and outside agencies; and providing field support for projects in construction.

Essential Functions

Essential functions are fundamental core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive incumbents can complete job duties of similar kind not specifically listed here.

  • Drafts develops and modifies engineering designs plans and specifications.
  • Reviews permit applications blueprints and/or designs prepared by others to ensure compliance with specifications and regulations.
  • Applies the principles and theories of science and mathematics to research and develop solutions to technical problems.
  • Plans and conducts field studies surveys research and development projects inspections and/or investigations to collect data and ensure conformance to state/federal laws and regulations.
  • Tests or evaluates materials equipment systems and facilities.
  • Plans and coordinates engineering projects.
  • Reviews analyzes and reports on the status of projects and/or regulatory conformance.
  • Develops cost estimates for project time and materials.
  • Provides technical guidance and training to technical staff.

Job Requirements

JOB REQUIREMENTS forEngineer Program Manager I (Department of Transportation Only)

Applicants must have education training and/or experience demonstrating competence in each of the following areas:


  1. Possession of a valid Delaware Professional Engineering License OR Possession of a valid Professional Engineering license issued by a proper authority of a state territory or possession of the United States the District of Columbia or a province or territory of Canada.

  2. Six months experience as a project engineer inone or more of the discipline(s) of engineering shown below which includes managing engineering programs and projects.

    Electrical Engineering
    Civil Engineering
    Construction Engineering
    Environmental Engineering
    Industrial Engineering
    Mechanical Engineering
    Agricultural Engineering
    Material Science Engineering

  3. Knowledge of staff supervision acquired through course work academic training training provided through an employer or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning assigning reviewing and evaluating the work of others; OR supervising through subordinate supervisors a group of professional technical and clerical employees.
