The City of Bellevue Development Services Department isseekinga selfmotivated forwardthinking person to join our team.In this position you will manage a program that streamlines cross departmental processes for small businesses and public space events to drive economic engagement. You will also act as a dedicated point of contact to provide a clear and predictable approval process for clients and reduce barriers of participation.
In this role you will also serve asaprojectcase managertoprovidean understandable and predictable permitting process for qualifying program participants.
Performs duties and responsibilitiescommensuratewith assigned functional area within aCitydepartment which may include but are not limited to any combination of the following tasks:
Works closely with department leadership andstakeholderstoestablishstrategic direction forthe Development Services small business and public space activation permitassistanceprogram.This includes defining the program goals andobjectives;establishingmethods and means of accomplishing programobjectives; and implementing policies and procedures.
Oversees the development of public involvement processesandcommunity outreachto support program development and ongoing continuous improvement.
Directs and reviews the program work plan; assigns work activities and projects; monitors workflow.Acts as afunctional lead for crossdepartmentalprojects.
Develops and implements systems to track andmonitorprograms performance measures related to program/projectobjectives goals scheduleandoverallprogrambudget.
Selects consultantsnegotiatesand executes consultants agreements andmonitorsconsultant progress and expenditures by providing technical guidance and review of consultants deliverables.
Provides project management for qualifying program participantsthroughout the permitting life cycle.This mayinclude:actingas a liaison tofacilitatecontinuity between the permit review and inspection processproactiveissue spotting andcollaborative issue resolution or proposing policy changes to reduce barriers..
Establishes andmaintainsa working environment conducive to positive morale individual style quality creativity and teamwork; selectstrainsand evaluates staff.
Makes reports and presentations on program to City Council other agencies citizens and business groups.
Leads internal teams related toprogram;coordinates withappropriate Citydepartments and other employees.
Participates in local regional and State groups commissionscommitteesandsimilaras needed; serves as the Citys representative to said groups.
Supervision Received and Exercised:
Works under general supervision.Expected to work and problem solve independently.
Supervises program staffprogram administrators and support staffand adds as a lead for multifunctional teams.

Experience implementing creative solutions to complexproblems.
Ability to analyzeand use critical thinking skills to understand systems and processesand understand customer needs and how to achieve targeted outcomes for success.Ability to connect with a wide variety of stakeholders and synthesize feedback into a successful program that meets desired outcomes.
Ability toinclusively and effectivelyimplementchangeincontinuously evolvingsituations.
Knowledge of the principles and practices of public sector organization and program operations; knowledge of projects management including planning scheduling monitoring and problem solving; knowledge of the methods and procedures of budget development and control; considerable knowledge of City state and federal laws and regulation relevant to the program area as well as departmental policies and procedures.
Knowledgeof or ability to learn process ofobtainingor issuingpermits and approvalsfrom a local government agency including navigating complex regulatory requirements.
Ability to communicate effectively both orally and in writing; ability to work with the media and the public; ability to communicate to various groups withdifferencesin age language culture education level and technical knowledge.
Ability to effectively plan assign and direct a work program including evaluating the work of other staff. Ability toestablishand maintain effective working relationships with the public other governmentaljurisdictionsstakeholderscustomersand other City staff.
Ability to provide leadership counselmotivationand constructive performance reviews to staff securing their respective commitments to the programs goals.
Ability to prepare informative financial reports and deliver persuasive succinct presentations to senior management elected officials and community groups as.
EducationandExperience
Graduation from an accredited fouryear college or university with a degree inbusinessmarketingeconomicsor a related field or equivalent is preferred
Five or more years of progressively responsible related experience inproject/program managementownershipor operation of a businessas well as supervisory experience is necessary.
Or any equivalent combination of education experience and training that provides the required knowledge skills and abilities.
