Job Description

Location: INUVIK NT

Position Status: FULLTIME 37.5 HOURS PER WEEK)

The Gwichin Tribal Council (GTC)situated in Inuvik Northwest Territories is currently seeking a qualifiedcandidate to fulfill the position of Chief Executive Officer (CEO).

The CEO is a member of the Leadership Team for the GTCresponsible for developingand implementing highlevel strategies contributing and participating in majorcorporate decisions and acting as a key advisor to the Grand Chief and Boardof Directors on political and external issues and matters.

The CEO isaccountable to the Grand Chief and Board of Directors to ensure relevantlegislation regulations directives policies and procedures are in place tosupport the delivery of Gwichin Tribal Councils (GTC) programs and serviceswithin the Gwichin Settlement Area.

CORERESPONSIBILITIES

1.Accountable and responsible formanaging the daytodaypolitical operations of the Gwichin Tribal Council by providing strategic organizational economic development and administrative leadership and direction to theorganizations Government Affairs and Lands & Resources departments.

2. Promotes efficient and effective management of the GTC by providing leadership in strategic planning organization reporting risk management and control.

3.Effectively manages the political operationsof the Gwichin Tribal Council through positive collaboration and by playing a senior advisoryrole to the Grand Chief and Board ofDirectors as well as tothe Senior Leadership Team andexpert advice and information to Gwichin Leadership and Participants regardingthe vision values and overall strategic goals and objectives of the GwichinTribal Council.

4.Leads the strategicand financial planning and prioritygoal setting and reviews develops and implements departmental policies andprocedures. Actively participates in the development of the strategic directionand identification of key issues and goals. Collaborates with the Grand Chief DeputyGrand Chief CFO COO and Board of Directors in analysis ofproblems and development of solutions for the GTC.

5.Leads and provides strategic advice in thedevelopment of policies including effective and efficient administration of the GTC comprehensive policy reviewplan and annual schedule. This includes regular internal and external environmental scans to introduce new policies and update existing policies and by laws toreflect emerging issues and trendswithin the wide range of programs and services of the Gwichin Tribal Council.

6.Proactively supports the Grand Chief andBoard of Directors strategic and policy planning needs by providing advice guidance and consultation on strategicplanning policy framework development issues.

7.Accountable and responsible for ensuring that the GTC liaises on aregular basis with the Gwichin Leadership and

Participants located in theGwichin Settlement Area which include Aklavik Fort McPherson Inuvik andTsiigehtchic and other stakeholders to determine community priorities andconcerns in respect to the work of the GTC as well as to provide community updatesall GTC programs and services and initiatives.

8.Leads directs and manages staff within the CEOs departmentsthrough the establishment of clear work plans and

priorities effectivecommunication between all staff provision of effective performance feedbackand yearly performance appraisals and provision of professional developmentand training.

9.Develops and implements training and development programs for theBoard of Directors on areas such as roles

and responsibilities operationsmanuals policies procedures bylaws meetings committees orientation andtraining sessions.

10.Serves on various committees both within the organization and withexternal agencies to help ensure the provision

of quality services andcoordination of services on a local regional territorial and federal level

11.Participates in working groups advisory groups committeesworkshops conferences meeting s on behalf of the

GTC and reports back to the GrandChief and Board of Directors on potential opportunities and issues.

QUALIFICATIONS

The qualifications required forthis position include:

A postsecondary and/or university degree in arelated discipline

Eight to ten(810 years of experience Similar role in a complex public sectororganization Indigenous or other related organization. Experience working withan Indigenous Nation or organization will be highly valued.

An experienced general management executive withdemonstrated success with Government and/or Administration including strategicplanning and budgetary development and evaluation.

Experience& Technical Competencies

Knowledge of the overall GTC mandate goals andobjectives and the political and social environment in which the GTC programsand services are offered.

Understanding and a working knowledge of theGCLCA.

Understanding and a working knowledgeof the Gwichin Comprehensive Land Claim Agreement

Knowledge of land claim managementselfgovernment and devolution principles and concepts.

Knowledge of and ability to analyze andinterpret legislation policies and procedures.

Knowledge of financial management andbudget development.

Knowledge of strategic policydevelopment and procedures.

Knowledge of strategic planningdevelopment and evaluation.

Problem solving analytical andevaluation skills.

Excellent communication andinterpersonal skills for dealing with internal and external stakeholders.

Ability to read interpret and applylegislation acts and regulations.

Ability to organizes time effectivelyand meet deadlines.

Ability to effectively manage motivateand develop staff.

As this is ahighly sensitive position verification of identity and a criminal recordscheck are required.

REPORTING RELATIONSHIP

This position reports to the Grand Chief

COMPENSATION

A competitive compensation plan will accompany the successful candidateincluding a comprehensive benefit plan.

Preference will begiven to candidates who are Gwichin Participants and have experience workingin the nonprofit or public sectors or in an Indigenous Government/Organizationpreferably in a northern context.
