The Office of the Insurance Commissioner (OIC) seeks a motivated and qualified individual for the Curriculum Designer (Human Resources Consultant 3 position. This role is within the Executive Division Human Resources Unit and is based out of our Tumwater Office.

About the Position

We are excited to announce an opening for a Curriculum Designer to join our small closeknit and highly collaborative team at The OIC. As a Curriculum Designer you will play a key role in designing developing and delivering engaging highquality training programs courses and materials that directly contribute to the ongoing success of our workforce. You will collaborate closely with subject matter experts and team members to create innovative learning experiences that are aligned with our agencys goals and the needs of our diverse staff.

The ideal candidate will have a strong background in instructional design and adult learning principles with the ability to create learning solutions that are both engaging and effective. This role requires a creative thinker who can take complex concepts and break them down into accessible engaging learning experiences. This is a Washington General Service position. The monthly salary range for this position is $5501 $7400.

The duties of the position include but are not limited to:

• Responsible for the development and design of training content materials job aids facilitator/learner guides and curriculum in various areas.
• Assist with development of training and/or performance management policies; ensure resources and training opportunities are accessible.
• Assist in identifying training needs and developing strategies using professional independent judgement to effectively respond to current and emerging business needs.
• Collaborate closely with Employee Learning and Development Manager to create learning opportunities to benefit employees. Participates in and recommends strategic training needs for the agency and best practices for deployment.
• Develop publish and maintain OIC courses to meet agency needs and demands.
• Communicate mandatory training requirements; maintain training completion reports and tracks compliancy with state mandated employee training.
• Stay current on changes in Adult Learning methodologies techniques and strategies to design and develop training content and curriculum.
• Coordinate training events monitor inbox and track mandatory training.
• Administrator for the Learning Center to include running reports uploading courses transcripts marking completions and monitoring notifications.
• Troubleshoot and independently fix problems that arise in the Learning Management system.
• Update and maintain Employee Learning and Development SharePoint site.
• Lead present and facilitate professional and audience appropriate traditional training classes workshops programs or exercises.
• Backup to the Employee Learning and Development Manager during absences.

Required Qualifications:

Six 6 years fulltime equivalent professional experience in instructional design and curriculum development for adult learners including creating broadbased professional adult training experiences (e.g. classroom eLearns simulations videos and learning paths).

• Three years must include demonstrated proficiency in creating clear engaging training content such as visual aids eLearns and videos using digital learning tools and identifying effective delivery methods based on content and learner needs.

AND

• Demonstrated basic knowledge of facilitation skills
• Basic skills in authoring tools including Canva Articulate 360 and Adobe Acrobat
• Intermediate skill level with Microsoft Office Suite Word Excel PowerPoint Outlook.

A bachelors degree with focus on training organizational development adult learning human resources social or organizational behavioral sciences or related field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council of Higher Education Accreditation or a foreign equivalent will substitute for four years of professional experience.

Preferred/Desired Qualifications:

• Intermediate skills in Articulate
• Ability to work in multiple platforms such as Microsoft Suite SharePoint Learning Management Systems and other learning and development related platforms.
• Online eLearning Course Development experience
