Title: Director Human Resources
POSITION GOAL: The director of human resources will assume the general responsibilityfor directing the personnel services of the Vicksburg Warren School District. The director of human resourceswill work directly with administration principals and others in coordinating these programs. The director of human resourceswill perform highly complex managerial and strategicwork with responsibilityfor areas including but not limited to recruitment and assessment classification and compensation employee assistance benefits/health and safety employee and labor relations background investigations and training and organizational development.
DUTIES AND RESPONSIBILITIES
- Direct activitiesrelated to recruitment selection and placement of personnel.
- Direct the acquisition preparation disposition and maintenance of human resourcedocuments and records; ensure employees are properly licensed or certified to perform assigned job duties.
- Administer the districts Recruitment and Retention Plan as established and revised on an annual basis to employ and retain highly qualified personnel.
- Implements procedures to support goals and objectives of administering employee benefits (FMLA health insurance and other benefits offered by the district).
- Coordinate the entire personnel process to include recruitment appointment assignment promotion transfer dismissal and evaluation of all personnel employed by the system includingthe preparation and issuance of employee contracts and atwill agreements.
- Coordinate the planning development and implementation of a system for classifying assessing and storing all pertinent data documents and reports including the maintenance of a central file for employees.
- Coordinate the preparation of personnel reportsto state and federal government.
- Provide for and direct the counselingof employees regarding jobproblems and provide assistance to them to correct their jobrelateddeficiencies and direct the implementationof disciplineprocedures.
- Collaborate with principals to develop and implement employeeaction plans.
- Ensure organizational conformation with applicable HR related regulations and statues as well as organizational procedures and policies.
- Serve as a liaison between the district and colleges of educationfor the purpose of identifying and recruiting high quality teachers and supporting district initiatives.
- Implement HR programs and policies as needed by the organization.
- Identify evaluating and resolving human relations employee morale work performance and organizational productivityconcerns.
- Ensure job description for every employee position is uptodate and accurate.
- Develop staffing strategies and implementing programsand plans. Identifying and cultivating effective and appropriate sources for employeefor all job levels.
- Create employee training and organizational development programs.
- Conduct performance reviews with personnel managers and monitoring employee attitudes productivity and performance outcomes.
- Create compensation plans providing administration for employee welfare.
- Insure that every aspect of human resources incorporates the vision values and culture of the organization.
- Participate as a senior management team member in Director Meetings in order to develop and discuss organizational procedures and policies.
SKILLS AND SPECIFICATIONS
- Knowledge of employeremployeerelations contract administration school district policies rules and regulations and State Board of Education Performance Standards related to staffing and personnel.
- Knowledge of pertinent federal state and local laws codes and regulations including personnel administrative rules and regulations applicable to certified employees.
- Knowledge of Workers Compensation regulations.
- Ability to develop technical papers policy papers and to present technical information to senior managementpeople.
- Strong project management time management and leadership skills.
- Demonstrated proficiency with MS Word PowerPoint and Excel.
- Solid problemsolving and business acumen skills.
- Able to manage multitaskwork in a strongpaced environment.
- Ability to mentor and supervise staff.
- Ability to speak write and read the English language.
- Able to work alone on a broad variety of projects.
- Able to establish and maintain healthy working relationshipswith people ion course of work.
MINIMUM TRAINING AND EXPERIENCE
- Masters Degree from an accredited college or university in Human Resources Education Administration or related field and a valid MS educator license with an endorsement in school administration.
- Minimum of three 3 years in employee benefits employee selection process performance appraisal and/or training with a minimum of three 3 years school adminstration experience preferred.
- Knowledge of overall operation of public school districts including personnel requirements school staffing and functions of the MS Department of Education preferred.
