Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express as well as the PRESTO fare payment system. We are also building new and improved rapid transit including GO Expansion Light Rail Transit routes and major expansions to Torontos subway system to get people where they need to go better faster and easier. Metrolinx is an agency of the Government of Ontario.

Our Asset Management and Maintenance Technical System Integration Authority Office is looking to hire a Director Technical Systems Integration Authority. The is role accountable for coordinating all Technical System changes made across all Programs Projects and Maintenance Activities to ensure that all Technical Systems both existing and new are safe and fit for purpose and all risks can be demonstrated to be As Low As Reasonably Practical at every transition phase and that the change supports the realization of the benefits identified in the Business Case for the GO BRT LRT and Subway transit systems. The role provides support and strategic direction to all Asset Management & Maintenance asset class divisions on technical system interfaces.

Serves as the prime representative for the technical systems integration advising senior management and executive leadership on technical systems integration plans and risk matters. Leads and provides strategic and tactical direction to multidisciplinary asset management engineering and project management professionals and outsourced contract teams in complex matrixed internal and external operating and organizational environments.

The role leads riskbased technical systems integration governance and review programs for the Technical Systems Integration management during all phases of the asset lifecycle and leads the development of and is responsible for compliance with technical systems integration standards specifications procedures and all other requirements for the technical systems integration discipline.

What will I be doing
  • Develops leads and represents the Technical Systems Integration discipline for the planning delivery acceptance and handover of an integrated technical transit system from capital delivery to operations in close collaboration with asset class technical and engineering experts internal and external stakeholders agency divisions and commercial and delivery teams.
  • Provides senior oversight and direction to staff and project teams including defining team member roles responsibilities and expectations.
  • Accountable for the development of standards Technical Systems Integration requirements and acceptance criteria for the Technical Systems Integration discipline in close collaboration with other agency divisions commercial and delivery teams external industry stakeholders and regulators.
  • Responsible for and directs compliance assurance and auditing of Technical Systems Integration initiatives of agency performed and outsourced contracts throughout the asset lifecycle and under various contractual arrangements.
  • Accountable for the review approval or rejection of deviations to standards and Technical Systems Integration requirements including providing approvals within the designated authority and compliance with agency processes for deviations to the requisite standards and risk management controls.
  • Leads plans prioritizes workload coordinates and controls agency subject matter expertise (SME) resources and Technical Advisor (TA) contract teams to perform strategic riskbased compliance assurance perform compliance audits and defining corrective actions necessary to direct support and inform compliance verification efforts controlled and managed by Capital Projects and/or StateofGood Repair and/or Maintenance Delivery Groups during design construction handover and operations.
  • Supports commercial and project delivery teams as the representative for Technical Systems Integration matters relating to the resolution of contractors and consultants disputes & claims arising from undertakings (e.g. contractual dispute settlements prelitigation undertakings outofcourt settlements and legal proceedings conducted by the appropriate judicial court system).
  • Is accountable for working collaboratively with the asset class disciplines agency divisions and commercial and delivery teams external stakeholders and regulators to assure the assimilation of specified asset configuration information and technical requirements.
  • Responsible to ensure effective processes and plans are developed and implemented to manage control and document the Technical Systems Integration compliance assurance processes and the agency risk management policy and processes are adhered to.
  • Accountable for establishing the required asset configuration information requirements and classifications for the Technical Systems Integration functions and the receival entry retrieval and storage of all asset class discipline documents and data to assigned CMS (Configuration Management Systems) and document storage facilities.
  • Leads and/or supports technical and functional teams for reviews of contract submittals including for outsourced contracts for compliance with Technical Systems Integration standards and requirements.
  • Leads or support the identification and rectification of process and practice issues internal and external to the agency including for contractors and consultants and leads improvement actions within the area of the Technical Systems Integration discipline accountability.
  • Responsible for the agency Technical Systems Integration Strategy and Technical Systems Integration Plan frameworks/assurance.
  • Supports the development and review of Technical Systems Integration plans and assurance artifacts and assures compliance to requirements and standards.
  • Supports revisions to standards and asset configuration information requirements resulting from the implementation and operationalization of new equipment technology and systems.
  • Develops maintains and leverages an internal network for strategic pursuits that are specifically targeted to improve the Technical Systems Integration across Programs Projects and Maintenance Activities.
  • Builds collaborative relationships with senior organizational leadership and gains trust with stakeholders (e.g. customers other business units tenants local transit) to foster good relations gain support develop resources drive results realize project outcomes manage conflicts and represent the needs of customers stakeholders and operations.
  • Presents materials to senior and executive management to engage and promote awareness off and support for the Technical Systems Integration progress and needs and apprise them of critical issues for escalation.
  • Represents the agency in Technical Systems Integration and commuter industry forums (e.g. American Public Transportation Association (APTA) Passenger Rail Equipment Safety Standards (PRESS) Force and Railway Association of Canada (RAC).
  • Remains up to date on research and development of new technologies and processes in the Technical Systems Integration practise and new and emerging industry technologies.
  • Adopts a continual improvement mind set to propose and implement new and emerging standards processes and technologies to enhance cost efficiencies in Technical Systems Integration.
  • Develops an indepth understanding of relevant regulatory requirements and standards.
  • Oversees the development of Technical Systems Integration quality assurance metrics of contractor and supplier performance and reviews and approves corrective action plans for performance deficiencies.
  • Develops maintains and leverages an internal and external network of industry peers to drive continuous improvements through strategic pursuits that optimize and enhances Technical Systems Integration at the lowest cost.
  • Responsible for budgets ensures contract conditions for invoice payments and ensures agency accounting and reporting practises are upheld and complied with.
  • Reports on and provides justification for variances risks to budgets and recommends and implements budget recovery strategies.
  • Responsible for the prevention of significant negative financial impacts to the corporation by actively managing the functional areas to avoid or mitigate penalties additional costs and schedule delays
  • Supports and provides input into preliminary business cases for agency multi year plans and budget developments and Treasury Board submittals. (in advance of a formal standing project team)

  • Well versed in Human Resources legislation (e.g. Employment Standards Act Occupational Health & Safety Act etc. to monitor and manage employees and contractors including experience in the application of collective agreement provisions
  • Leads medium to large multidisciplinary teams in complex and matrixed internal and external operating and organizational environments.
  • Provides senior leadership oversight and direction to staff and consultants staff (e.g. defines team member roles responsibilities and expectations) and motivates to achieve objectives; delivers timely feedback to ensure a cohesive operational unit and the optimum use of team skills; manages staff and monitors work assignments for adherence to timelines; monitors the achievement of performance objectives; develops and implements action plans to address
What Skills and Qualifications Do I Need
  • Completion of a Degree in Engineering Engineering Management or a combination of education training and experience deemed equivalent.
  • Demonstrated progressive senior experience in Railway Engineering or a combination of planning design build operations and maintenance of comparable transit systems.
  • Knowledgeable in the planning validation acceptance testing transition to operations and hand back of rail (or) fleet (or) related industry infrastructure.
  • Knowledgeable in the oversight evaluation and assurance of system integration to achieve performance metrics develop and realize KPIs for the transit system reliability availability and performance requirements consistent with the organizational strategic plan customer level of service and business objectives.
  • Knowledgeable in the application of the systems engineering process for all asset class or systemwide functions including system integration requirements management configuration management integrated design logistics management and interface management.
