JOB DESCRIPTION

CHIEF OPERATIONS OFFICER

Position: Chief Operations Officer

Reports to:Superintendent

Supervises:Transportation School Nutrition Facilities Operations Support Safety and Security and Technology Departments

Pay:ADMIN VII Central Office Administrator Scale (commensurate with experience)

FLSA Status: Exempt

GENERAL DESCRIPTION OF THE POSITION:

The Chief Operations Officer is a member of the Executive Team reporting to the Superintendent. The COO will provide innovative visionary and budgetary leadership through the development and management of diverse business operations and support services within the K12 system of the Craven County Schools District.

ESSENTIAL FUNCTIONS:

  1. Participate in the evaluation of School Administrators as a memeber of the Superintendents Executive Cabinet.
  2. Provide leadership in completing projects related on time and under budget.
  3. Design and implement business strategies plans and procedures.
  4. Set comprehensive goals for performance and growth.
  5. Establish policies that promote company culture and vision.
  6. Provide leadership and technical assistance in daily operations of the district and the work of Directors/Supervisors (Transportation School Nutrition Facilities Operations Support Safety and Security and Technology).
  7. Lead employees to encourage maximum performance and dedication.
  8. Evaluate performance by analyzing and interpreting data and metrics.
  9. Write and submit reports to the Superintendent and Board of Directors on all matters of importance.
  10. Participate in expansion activities (investments acquisitionsetc.
  11. Manage relationships with partners/vendors.
  12. Establish operational strategies by evaluating trends; establishing critical measurements; determining production productivity quality and customerservice strategies; designing systems; accumulating resources; resolving problems implementing change.
  13. Develop organization prospects by studying economic trends and revenue opportunities; projecting acquisition and expansion prospects; analyzing organization operations; identifying opportunities for improvement cost reduction and systems enhancement; accumulating capital to fund expansions.
  14. Collaborate with the Director of Finance to develop financial strategies by forecasting capital facilities and staff requirements identifying monetary resources and developing action plans to achieve District objectives.
  15. Oversee expenditures by establishing effective and efficient procedures and controls.
  16. Collaborate with the Director of Finance to advise the Superintendent and the Board of Education to provide financial questions and legislation that may impact the district.
  17. Uphold and evaluate board policy as it relates to District support services.
  18. Oversee funding structures that promote the districts mission and vision.
  19. Monitor community demographics resources and emerging trends.
  20. Encourage Analyze data to improve school operations. Serve as an information resource. Help develop and implement the districts strategic plan.
  21. Debate and engage in the search for the best answers.
  22. Supervise and direct the operations of the Transportation School Nutrition Facilities Operations Support Safety and Security and Technology departments.
  23. Assist in recruiting screening hiring assigning supervising and evaluating personnel for positions in the offices under his/her responsibility.
  24. Function as the Boards agent for signing authorized contracts.
  25. Assist with insurance programs (e.g. property liability fleet studentetc).
  26. Serve on the contract negotiation team.
  27. Serve as a member of the Superintendents District Leadership Team.
  28. Attend all Board of Education meetings.
  29. Follow and support Craven County School District policies and oricedures.
  30. Maintain professional and technical knowledge by participating in professional development opportunties.
  31. Perform other duties as may be needed.

MINIMUM QUALIFICATIONS:

  1. Experience working at the executive or cabinet level in a publicschool.
  2. Masters degree in business administration Administrator Certification or equivalent experience in the field.
  3. Demonstrated skills in cash management cash flow analysis investments and other money management skills.
  4. Preferred experience in school finance/budget development financial planning and reporting and experience supervising business and support services.
  5. Collaborative team player with staff coworkers and supervisors.
  6. Demonstrated ability to engage others in creating a vision and designing and implementing processes to enact the vision.
  7. Demonstrated ability to establish strong interpersonal relationships with District personnel and other agency staff and community members.
  8. Demonstrated ability to compose produce clear coherent professional documents and deliver professional presentations to various stakeholder groups.
  9. Demonstrated ability to solve problems and make effective decisions.

EVALUATION

  • The performance of this job will be evaluated in accordance with provisions of the Board of Education and local policy on evaluation of personnel.

SPECIAL REQUIREMENTS

  • Must possess a Valid NC drivers license.
