Reporting to the Director Human Resources for Queens Health Sciences (QHS) the Human Resources Specialist (Operations and Projects) is a skilled human resource professional responsible for leading process improvement initiatives within the QHS Human Resources portfolio. Working closely with the Director HR and the Associate Director of Academic HR the incumbent plays a pivotal role in assessing and improving administrative processes impacting all aspects of the employee lifecycle including recruitment onboarding reappointment and promotion processes to enhance efficiency and streamline operations. The HR Specialist also supports organizational review and redesign change management and training and development projects. Additionally the incumbent assists with the daily operations of the QHS HR and Staffing Office providing support for academic and staff recruitment and reappointment processes and offering guidance and training to departmental administrators.
KEY RESPONSIBILITIES:
Assists with the daytoday operations of the Queens Health Sciences HR and Staffing Office including providing support to the recruitment and reappointment processes for academic and staff appointments ensuring adherence to the relevant collective agreements university and faculty policies and procedures; ensures clinical faculty recruitments adheres to SEAMO and hospital guidelines.
Acts as a key liaison for departmental administrators providing guidance and training on human resources and administrative processes and procedures ensuring consistency accuracy and compliance with faculty and university policies. Assesses staff training and development needs and ensures that employees receive training required to improve and sustain successful performance.
Working closely with the Director HR coordinates the review of policies processes and procedures within the purview of the QHS HR & Staffing portfolio to enhance and standardize practices procedures and programs to improve operational efficiency and client experience. Works in conjunction with Central HR Faculty Relations and other university offices to ensure consistency in process.
Develops and maintains reference documentation and training materials including workshops presentations job aides quick reference guides and online training modules.
Prepares and delivers presentations and training programs and/or coordinates the delivery of human resources development training programs.
Assists the Director HR and QHS leaders with implementation from organizational reviews. Assists department representative with organizational design issues and with determining potential impacts on positions and assists managers with change management initiatives.
Assists with QHS HR projects develops project plans and monitors progress toward desired outcomes. Recommends appropriate modifications in project procedure interprets policy and recommends changes or clarifications.
Identifies best practices and technology to facilitate an exceptional employee and leader experience while reducing manual HR work.
Represents the QHS HR & Staffing team on various QHS and university committees and initiatives.
Advocates the value of diversity to others and takes action to increase diversity in the workplace. Provides guidance on strategic practices aimed at promoting equity diversity and inclusion through all QHS activities.
Undertakes other duties as required.
REQUIRED QUALIFICATIONS:
University degree in Human Resources management or related field.
3 to 5 years of progressively responsible experience as a human resources generalist and experience in process improvement and project management.
Demonstrated proficiency in leveraging technology to design effective HR/people solutions.
Considerable knowledge of human resources best practices and understanding of applicable employment legislation.
Broad knowledge of the university Queens Health Sciences and/or Hospital environment is considered an asset.
Demonstrated cultural competence to interact effectively and empathetically with people from diverse backgrounds.
Consideration may be given to an equivalent combination of education and experience.

Recommends solutions and appropriate course of action to achieve operational/process efficiency considering operational and systemic impacts of process changes.
Recommends changes or the introduction of new policies procedures processes and reporting mechanisms to address the needs of QHS.
Determines the content of correspondence reports and proposals including the development of procedures.
Decides when situations should be brought forward to the Director HR or senior QHS leadership.
Prioritizes time and duties to ensure that work coming from multiple sources is completed within the required deadlines.
Recommends best alternatives within a range of solutions to a given problem identifying potential risks and benefits of each. Distinguishes between circumstances in which decisions can be made independently and those where consultation is needed.
Makes decisions based on the results achieved through consensus building sessions which have a direct impact on how requirements and deliverables are established.
Facilitates decision making process leveraging all identified participants and constituents.
Makes decisions on completeness of all related process tasks aligned with business unit priorities.
Determines appropriate strategy and content when developing and delivering training documents based on audience.
Assesses employees training needs and makes recommendations for internal or external training to attain proficiency.
