Job Description

1. Development and implementation of a strategy for interaction between the University and government institutions of the Republic of Kazakhstan in order to achieve the strategic goals of the University.

  • Analysis of the external environment and identification of trends: conducting a comprehensive analysis of the political economic social and technological environment to identify trends that can the University.
  • Defining strategic goals: in collaboration with the University leadership and key stakeholders set strategic goals of interaction with government institutions.
  • Development of an interaction strategy: Creation of a comprehensive strategy including the identification of priority areas of cooperation with government bodies.
  • Implementation of the strategy: allocation of resources coordinating the actions of NU departments and monitoring the implementation of tasks.
  • Monitoring and evaluation of strategy implementation: Regular monitoring and analysis of the results of strategy implementation including assessment of the effectiveness of cooperation with government institutions.
  • Interaction with key partners: Establishing and maintaining relationships with key representatives of government institutions partners and stakeholders.

2. Ensuring the protection of the Universitys interests in government authorities including on issues of the budget and status of the University

  • representation of the Universitys interests to the government bodies; participate in official events negotiations and meetings at a high level within the competence of the Department including on issues of the budget and status of the University
  • ensuring cooperation with government agencies and stateowned companies endorsed by the University leadership;

3. Providing assistance in attracting partners including entities of the public and quasipublic sectors for the implementation of innovative projects for the purpose of commercialization:

  • Identification of potential partners from government quasigovernment organizations and major private sector players interested in cooperation on innovative projects.
  • Development of proposals for partnership in cooperation with industry departments of the University.

4. Building partnerships with government authorities in terms of analytical and expert support for state development programs.
5. Sustaining a positive image of the University by building effective communications and interaction with government agencies
6. Ensuring effective interaction with central and local executive bodies on the implementation of infrastructure and research projects of the University
7. Carrying out general administrative management of the Department and coordinating its activities 


Qualifications :

Education

  • Higher professional education preferably in higher educational institutions with English as language of instruction;
  • Degree of education: preferably Master or PhD. 

Work experience
must meet one of the following requirements:

  • with a PhD degree at least 5 years of work experience in the field including 23 years in a managerial position; or with a masters degree at least 7 years of work experience in the field including at least 5 years in a managerial position; or with a bachelors degree at least 10 years of work experience including 57 years in a managerial position or experience in civil service or international and/or national companies corresponding to the functional areas

Knowledge:

Deep knowledge in public administration. Understanding of the processes of public policy development and implementation mechanisms for supporting science innovation and commercialization. Ability to analyze policies programs and initiatives related to education and science and propose databased solutions.
