POSITION SUMMARY

Employees of the Legislative Assembly of British Columbia (Assembly) provide professional nonpartisan services to support the democratic institution of Parliament and its members through procedural advice administrative support and information services. The Assembly is an autonomous employer separate from the administrative framework of B.C. government ministries and agencies.

The Financial Services department is seeking a proactive analytical strategically oriented individual for the regular fulltime position of Financial Planning and Analysis Manager.

Reporting to the Director Financial Services the Financial Planning and Analysis Manager (Manager) provides leadership and direction to the Financial Services team and other internal departments in the development and analysis of the financial planning and budget management activities including the preparation of the operating and capital budgets forecasting and analysis of financial information as well as the centralized procurement function for the Assembly. The Manager supports the senior leadership team and departments by providing budget and financial information and direction to ensure individual budgets provide adequate financial resources to meet the Assemblys strategic priorities and operational requirements. The Manager develops budget and reporting policies and procedures to that align to reflect the recommendations or objectives of the other Assembly documents such as Enterprise Risk Management strategy Strategic Plan various audit reports and other documents. They are responsible to coordinate the internal audit function to support the leadership team.

QUALIFICATIONS

Applicants must be/have:

  • Professional accounting designation (CPA) with 5 years of progressive accounting budget development and analysis and financial reporting and analysis experience.
  • Minimum 3 years of leadership experience managing employees.
  • Experience in relaying complex or sensitive financial information to nonfinancial stakeholders.
  • Experience providing advice and/or recommendations both strategic and operational to senior officials in a respectful and collaborative manner.
  • Experience establishing and maintaining policies and procedures to enhance the effectiveness of financial operations.
  • Experience preparing information for presentation to senior executive and committees to support decision making.

Preference may be given to candidates with the following:

  • Accounting budget development and analysis experience in a public sector setting.
