Duties:
The Director Transportation Services provides professional strategic leadership to the entire Transportation Team. This position develops logistics and strategies for the departments vision and longterm goals and implementation roadmaps in alignment with the Citys Strategic Plan and administers budgetary and fiscal aspects for all of Transportation Services. The Director Transportation Services oversees the operation and maintenance activities by providing coordination collaboration and direction that ensure services are provided to residents employees and affected stakeholders in a timely accurate effective and efficient manner.
The Director Transportation Services leads a team of professional and technical staff covering a wide variety of areas of specialization including the Citys Roadway Services Fleet Services and Lloydminster Airport.
Leadership and Supervision
Cultivate an environment of mentorship empowerment career development and motivation for employees guiding a team of Supervisors Managers and administrative staff to peak performance.
Creates a culture which fosters respect and teamwork that values supports and reflects diversity equity and inclusion.
Provides leadership and strategic direction for developing administering and communicating the departments policies and procedures and priorities and goals to meet the overall city needs objectives and legal requirements to promote cost effectiveness.
Hires trains appraises and releases (as necessary) all assigned staff in accordance with approved personnel policies and the collective agreement and recommends staff levels.
Manage professional and competency development of staff ensuring staff develop the soft skills and technical competency needed to succeed in their roles.
Manage performance of management staff by setting clear expectations through coaching mentoring and performance reviews.
Conduct ongoing evaluations of workload and determination of resource gaps within the department.
Provides insightful motivating and constructive feedback coaching and guidance.
Ensures that staff has the information and tools required to effectively complete assigned tasks.
Liaison with senior leaders by responding to their needs in a timely fashion.
Provide technical assistance to staff supervise and participate in the work of Planning and Engineering staff and or consultants in preparation of project plans agreements specifications cost estimates contract administration for capital projects.
Responsive to teams strengths and limitations to ensure the optimum utilization of staff.
Assign review and evaluate work for accuracy suitability and completeness.
Safety and Environment
Actively participate advocate and implement the Citys Safety Management System.
Ensures National Safety Code compliance.
Active in Emergency Management Organization (EMO).
Asset Management
On an ongoing basis works to ensure that asset data (including asset age condition and replacement value) is reasonably complete consistent accurate and up to date.
Regularly analyzes maintenance and failure data for different asset classes to inform better lifecycle management and budgeting.
Assists in the development of Asset Management Plans for asset classes within the scope of their responsibility.
Maintain applicable asset management system for the department.
Budget Management and Financial Leadership
Procures and purchases goods and services in compliance with the Citys financial policies.
Develop and oversee department annual operational and capital budget in consultation with the team.
Monitors both revenues and expenditures against the budget to ensure compliance with the Citys budget and Strategic Plan.
Determines departmental needs and provides budget figures to the Executive Leader for final approval.
Monitors performance and seeks efficiencies to save costs and increase revenues.
Understand the implications of financial decisions and impact on the department.
Prepares accurate and concise reports for Council.
Manages fuel tire and supply contracts and inventory control systems.
Develops and implements purchasing procedures which are compliant with the corporate purchasing policy.
Assist and formulate coordination of operational and capital improvements budgets. Assist in evaluating the need for and develop plans and schedules for long range programs.
Relationship Building
Develops and maintains positive and professional working relationships with community stakeholders both internal and external the media and the general public.
Builds and maintains effective working relationships at the departmental corporate regional provincial and federal level.
Communication/Customer Service
Responds to complaints and inquiries from the public maintaining good public relations and a high quality of service.
Regulatory Compliance
Ensures Transport Canada Guideline TP 312 is followed and the city is in compliance with all applicable regulatory bodies related to Transport Canada.
Operations
Develops reviews and approves standard operating procedures and provides technical support and management assistance to the Supervisors of Roadway Services Fleet Services and Airport.
Develops and implement training programs.
Develops implements and monitors safety procedures and programs on behalf of the City.
Coordinates the emergency standby system for roads fleet and airport.
Oversees the Equipment Management System.
Manages Fleet replacement capital purchasing and disposal of old equipment.
Maintains the Vehicle Preventative Maintenance Program.
Back up for Fleet Supervisor. Provides Fleet Orientation to new employees as a backup.
Review drivers abstracts of potential new hires and current staff with applicable managers.
Plan organize and direct the programs and functional operations of the Department. Developing projectspecific and client driven goals schedules budgets and detailed assumptions.
Ensure all key issues and their impacts in the community and municipal corporate interests are addressed in the finalization of plans policies and development applications.
Ensure that project scope client expectations performance metrics and specific deliverables are documented and appropriately actioned including reporting progress.
Direct and participate in the development and implementation of department goals policies and procedures administrate planning and problem resolution.
Develop Transportation Services Strategic Plan and conduct follow through and strategic direction on projects.
Develop and/or review bylaws policies procedures structure and framework for Transportation Services.
Be actively involved with existing City infrastructure needs and operational issues provide recommendations.
Coordinate a multidisciplinary approach to civic infrastructure and development issues.
Assumes the duties of the direct reports during their absence.
Participates in staff meetings as requested or required.
Maintain a constant awareness of new trends and innovations in the transportation field.

Schedule:
The position is office based works within tight and unpredictable timeframes. Exposure to inclement weather including rain sun and snow may occur. Normal working hours are Monday Friday between 8:00 a.m. 5:00 p.m. with the occasional requirement to work outside these standard hours. Travel may be required from time to time. The ability to attend and conduct presentations is required. Manual dexterity required to use desktop computer and peripherals.
Qualifications:
Completion of a fouryear postsecondary Degree in Business Administration Operations Management or related field from a recognized institution.
Minimum of 9 years of experience in transportation management with 6 years of supervisory experience is required.
Minimum of 2 years municipal management experience is considered an asset.
Knowledge of municipal infrastructure design construction inspection and asset management.
Knowledge of Municipal Government Act of Alberta.
ICS 300 considered an asset.
A combination of formal knowledge and experience may be considered.
Proven leadership facilitation project management and team building skills in a large diverse and demanding working environment.
Ability to build and maintain effective working relationship with the public businesses industries companies and other city departments with a strong focus on customer service.
Strong interpersonal skills that allow for the development of collegial working relationships at various levels both internally and externally; ability to resolve concerns or complaints.
Strong communication and presentation skills both written and verbal; the ability to speak clearly and concisely is essential.
Strong computer skills with proficiency in Microsoft Suite including: Office Word Excel and PowerPoint.
Proven professionalism and excellent work ethic are required.
Possess a proven track record for product delivery ability to meet deadlines and development of project plans.
Possess a proven track record in managing large project budgets.
Knowledge of accounting budgeting and financial procedures is considered an asset.
Complete respect for confidentiality privacy and handling of personal and sensitive information is essential.
Ability to prepare negotiate and administrate agreements.
Ability to make decisions provide direction and problem solve engineering issues.
Ability to plan and lead at the operational level.
Work independently with ability to multitask and manage multiple timelines effectively.
A valid Class 3 Drivers License registered in Alberta or Saskatchewan with an acceptable Drivers Abstract is required. This position may be required to operate a personal or municipal vehicle for business purposes.
