EXECUTIVE SUMMARY:
With more than 25 years of service directly on the frontlines of the battle for economic justice the Neighborhood AssistanceCorporation of America (NACA) fights on behalf of working people against thesubprime and predatory banking industry and ensures that its members are ableto build strong stable neighborhoods through affordable homeownership in urbanand rural areas nationwide. NACA has a tremendous track record of successassisting hundreds of thousands of homeowners and homebuyers and has over twomillion members. In keeping withits deep roots in advocacy NACA now looks to grow itsBostonbased headquarters team and become an even greater force in the futureboth at the state and national political levels. NACA is also growing its local officesnationwide and adding additional ones to significantly increase the number ofpeople and communities it serves with its extraordinary mortgage programs.

TheHuman Resources Generalist (H.R. Generalist) is responsible for performingmany of NACAs Human Resources Department responsibilities. The position is based in Boston Massachusettsand reports to NACAs CEO or Human Resources Director. Thisincludes hiring benefits administration staff evaluations disciplinaryactions claims administration and other H.R. functions for all of NACAs 40Offices Boston headquarters Counseling Center HAND Real Estate and other departments(H.R. Functions). In addition he/sheworks on the development coordination and implementation of personnelpolicies for NACAs 500 employee base with adherence to employment laws andregulations. Depending on the HRDsexperience the responsibilities may include managing the training department.

TheHuman Resources department works closely with national staff and management in relationto human resource issues and on meeting company goals. S/he plays a key role in supporting NACAs employees andmanagers who conduct homeownership programs and community advocacy activitiesacross the United States. TheH.R. Generalist also works on the strategic human resource planning to providethe company with the best people talent available and to position NACA as theemployer of choice in the industry.He/she must alsosupport NACAs mission and enthusiastically engage in NACAs advocacy as wellas support and defend the organizations strategies philosophy and tactics.

JOB RESPONSIBILITIES:

TheHuman Resources Generalist is responsible for the following operations establishingand maintaining policies procedures and processes for these operations.

General Human Resource Activities:

  • Ensurethat NACA personnel policies are implemented and adhered to.

  • Addressemployee grievances and complaints.

  • Maintain historical human resource records.

  • Conduct exit interviews to identifycompany issues and retain productive staff.

  • Conduct investigations maintain records and representthe organization at hearings.

  • Maintain and update written human resource policies and procedures.

  • Ensurethat all human resource functions are in accordance with applicable federal andstate legal and regulatory requirements and standards (e.g. EEO ADA OSHAFair Labor etc..

  • Maintain professional and technical knowledge byattending educational workshops reviewing professional publications establishingpersonal networks participating in professional societies.

Recruiting &Staffing:

  • Manages NACAs recruitingprogram policies and procedures.
  • Keeps NACA uptodate on best recruiting practices.
  • Identifies and implements various options in outreach for candidates.
  • Develops network of employer resource services and participates in job and/or college job fair activities.
  • Create and maintain job descriptions and requirements for all positions.
  • Conduct interviews.
  • Identify staff vacancies and staffing needs on an ongoing basis including discussions of personnel needs with department heads.
  • Evaluate and recommend salary ranges based on responsibilities outcomes markets and NACAs overall compensation policies.

Staff Evaluations:

  • Manages employee reviewsand evaluation process.
  • Develops evaluation process for all departments with structured salary increase and/or bonuses.
  • Coordinates performance evaluation system in ADP or other systems.

  • Disciplinary Process:
    • Assistssupervisors in personnel management and disciplinary procedures.

    • Manageprogressive disciplinary actions.

    • Ensureand conduct disciplinary actions in timely manner and with sensitivity forconfidentiality (verbal written and termination).

    • Implementterminations including termination letters termination meeting and relateddocumentation.

    EmployeeBenefits:

    • Oversee and administer all employee and benefit programsworkers compensation disability and unemployment insurance.
    • Study and evaluate benefit programs assess benefit needsand trends analyze fees renewals and recommend benefit changes and expansionto management.
    • Assist with the processing of benefit claims includingemployee deductions.
    • Design and conduct educational programs on benefitprograms.
    • Maintainrelationships with vendors and employees on all benefit offerings.
    • Enrolland terminate employees for the different benefits including coordination ofannual enrollment and communication concerning benefits.

    • Implementoversee COBRA process and benefits.

    Claims Administration:

    • Investigatesaccidents and prepares reports for insurance carrier.
    • Coordinate with staff attorneys on accidents unemployment and workers compensation claims and responses.
  • Human ResourcesSystems (i.e. HRIS):
    • Maintainand update data and management electronic systems.

    • Adhere toprivacy and other regulatory regulations as they apply to these systems.

    Training (depending on applicants qualifications and organizational structure)

    Manage and administer the training of new and existing NACA staff provided by NACA trainers. This also includes providing training for nonNACA staff.


    Other Duties:

    • Directsclerical functions such as updating records and managing personnel files.

    • Contributes to team effort by accomplishing tasks and activities as needed.

    • Identifies and addresses other staff andwork issues.

    • Provides leaderships participants andassists in national and local advocacy campaigns.

    • Otherduties as assigned.

    • Knowledge: Working knowledge of human resources law andbusiness ethics. Knowledge of mortgagelending real estate and financial counseling a plus.

    • Leadership: Proven ability that demonstratesprofessionalism internally and externally. Creates a positive work environment whileremaining alert to potential risks concerns and violations.

    • Confidentiality: Must understand theconfidential nature of most of the human resources information and thesensitive nature of evaluations conversations and investigations that it mustconduct.

    • Management: Strong supervisory andorganizational skills where staff adhere to NACAs performance requirementsoperations and policies & procedures.Ability to take direction and work well as a team player with theability to prioritize and delegate.

    • Customer Service: Provide effective solutionsand followup with Members and others.

    • Computer Skills:Strong data entry and typing skills with ability to work with NACAs paperless mortgagequalification processing and underwriting software. Strong skills with Microsoft suites.

    • Mission Driven: Energy and enthusiasm forNACAs mission of community advocacy neighborhood stabilization and fightingfor economic justice.


      TIME DEMANDS:

      The H.R. Generalist mustbe able to meet the demands of the job that consists of 60 hours a weekincluding later evenings and weekends. This is a very demanding leadershipposition requiring significant number of hours and tremendous dedication.

      COMPENSATION:

      This is an exempt positionwith salary based on experience skills performance and certifications. The candidates performance evaluation andfuture compensation is largely based on meeting the Job Responsibilities Competenciesand Skills stated herein.


      JOB QUALIFICATIONS:

      Education & Certifications:

    • Bachelors degree Required.

    • Master in Human Resources Preferred.

    • PHR/SPHR/SHRMCP/SHRMSCP Certificationdesignation Required.

    • Certificationstraining and licenses that demonstrate important knowledge and credentials Preferred.

    EXPERIENCE
    • Five 5 years of human resources experienceincluding significant experience working on the activities identifiedherein.
    • Three 3 years of recruiting experience.
    • Significant compliance or benefit administrative experience.
    • Background in mortgage industry and/or nonprofit helpful but not required.
