Summit County Government is seeking a wellqualified Community Development Director to direct the operations and activities of the Community Development Division which includes: Planning and Code Enforcement Open Space and Trails CSU Extension Building Inspection general oversight of the Summit Combined Housing Authority and the administrative staff functions. The Community Development Director will provide leadership and coaching to department heads and staff facilitate goal setting and evaluate performance of department directors. The Director will develop and administer strategic longrange plans for the delivery of those departments within the Community Development Division and will work with Department heads to prepare and administer budgets and financial plans and assure responsible use of resources. The Director who reports to the Assistant County Manager will serve as a member of various countywide teams committees and task forces as assigned. Establish and maintain collaborative local regional and state partnerships that aid in effective and efficient service delivery. The Community Development Director oversees a division of 40 fulltime employees and 3 seasonal workers. The Divisions operating budget for 2025 is $7 million and an additional $610 million in capital projects across various departments.
Examples of Duties
The incumbent in this position must be able to successfully perform the following essential job functions and duties:
- Work closely with the BOCC and the Manager Office to implement and help mold the Strategic Plan by developing and implementing policies and programs that effectively address support and balance the affordability sustainability and livability of our dynamic and diverse community.
- Develop and direct the implementation of goals objectives policies procedures and work standards for the Community Development Division.
- Provide information policy recommendations and staff support for varied appointed commissions and committees concerned with land use community development housing wildfire management economic development land preservation paved and unpaved trails and related planning matters.
- Develop and direct the preparation of amendments to and implementation of the Countys Comprehensive Plan and all associated Basin and SubBasin Plans.
- Provide leadership to develop and retain highly competent public serviceoriented staff through selection compensation training professional development and day to day management practices that support the Countys mission and values and ensure positive morale and high productivity of department staff.
- Prepare and administer the divisions annual budget and monitor expenditures from each of the department budgets within Community Development.
- Confer with and provide professional assistance to County departments on Community Development matters such as transportation planning housing and redevelopment.
- Make presentations before the Board of County Commissioners planning commissions and other interest groups.
- Represent the County in meetings with representatives of governmental agencies professional business and community organizations and the public.
- Prepare a variety of periodic and special reports.
- Working closely with other department heads and County staff to solve a broad range of service delivery community and administrative challenges; assembling necessary resources to solve a broad range of community development programmatic and service delivery issues.
- Advise the County Manager Board of County Commissioners and various commissions on land use matters including providing recommendations as needed.
- Represent the County on issues regarding regional land use including determining when to review information with the County Manager and the Board of County Commissioners.
- Meet with community leaders and government officials to arrive at solutions to mutual development or planning related issues. Represent the Countys interests at a variety of state regional and local policy making groups in which issues concerning community development are impacted.
- Oversee activities of outside consultants in the performance of community development projects; develop requests for proposals; monitor contract expenditures and compliance.
- Seek grants alternative funding and community support for community development services. Coordinate department efforts with local regional state and private agencies in delivering effective services through cooperative arrangements.
Typical Qualifications
Education:
- Minimum qualifications include a bachelors degree in urban and regional planning public administration architecture environmental studies civil engineering or a closely related field.
- Masters degree in any of these fields is preferred.
- AICP certification is preferred.
- At least ten years of previous related professional experience or any equivalent combination of education and progressively responsible professional experience; with a minimum of five years management experience.
- Experience working with the public in difficult situations a customer service orientation and ability to communicate effectively both verbally and in writing are a must.
- Valid Colorado Drivers License at time of appointment and throughout employment.
- AICP certification preferred.
