Position Description

Seattles Office of Housing (OH) works to build strong healthy communities and increase opportunities for all people to live in a community of their choice in a home they can afford. OH invests in the production and preservation of affordable homes for people with low incomes including individuals and families who are exiting homelessness. The Office also assists lowincome homeowners with home repair loans and weatherization grants so they can safely remain in their homes and neighborhoods.


We are looking for a Rental Housing Program Manager who will oversee funding awards of over $100M and lead a team of three staff members including two underwriters and a project manager responsible for implementing the Citys Rental Housing Program. In this role you will develop and implement a multiyear funding strategy to prioritize projects that improve affordability sustainability and racial equity. You will optimize the allocation of City resources by aligning rental housing investments with other public funding sources such as LowIncome Housing Tax Credits and state housing funds. You will also enhance the efficiency and impact of the Rental Housing Program by streamlining the funding application underwriting and award processes developing new tools and datadriven approaches to better evaluate project feasibility longterm affordability and equity outcomes and proactively address financial challenges in existing projects by facilitating loan restructures debt buydowns and other strategic interventions to stabilize atrisk developments.

Job Responsibilities

The top 3 priorities of this work are:

  • Program Oversight and Strategic Leadership:
    • Managing the competitive funding process for affordable rental housing development ensuring alignment with City goals and policies
    • Supervising the teams review of developer applications underwriting of proposed projects and recommendations for funding awards
    • Assisting staff with shaping their analytical processes and resulting work products (such as written reports to recommend funding awards or Excelbased pro formas to size financing needs) to ensure a high level of quality
    • Ensuring financial feasibility compliance with funding requirements and the longterm viability of funded projects
  • Project and Portfolio Management:
    • Overseeing negotiation and structuring of City financing typically in the form of 50year deferred interest loans
    • Monitoring awarded projects from initial funding through construction completion and leaseup ensuring adherence to affordability requirements and regulatory compliance
    • Managing fund disbursement processes ensuring timely and appropriate allocation of City resources
  • Stakeholder Engagement and Policy Implementation:
    • Coordinating with City leadership elected officials and community collaborators to advance affordable housing initiatives
    • Collaborating with developers nonprofit organizations and financing partners to structure deals that improve affordability and financial sustainability
    • Representing the Rental Housing Program in public forums policy discussions and interdepartmental initiatives

    • Streamlining funding processes to improve transparency accessibility and alignment with City priorities especially around equitable housing goals and outcomes
    • Strengthening unwriting practices to ensure projects meet affordability sustainability and feasibility goals
  • Ensuring Project Success & Accountability:
    • Implementing robust tracking and reporting systems to monitor project performance and funding outcomes
    • Providing technical assistance to ensure projects reach completion on time and within budget
  • Strengthening Partnerships & Collaboration:
    • Enhancing coordination with developers private lenders and public funders to improve funding impact
    • Fostering relationships with community collaborators to ensure housing investments align with local needs and priorities

Qualifications

You will be most successful if you have demonstrated experience in affordable housing finance involving public and private sources community redevelopment real estate finance or other related areas. A commitment to listening creating space for diverse perspectives and the pursuit of affordable housing for all must be at the center of your professional practice. The ability to communicate at all levels tactfully and effectively will also contribute to your success. Specifically youll be prepared to take on this role with a combination of the following:

Experience in:

  • Overseeing complex housing finance transactions
  • Affordable housing finance and policy including underwriting loan structuring and regulatory compliance
  • Private and public funding sources such as LowIncome Housing Tax Credits HOME and CDBG
  • Conducing meetings and speaking publicly


Knowledge of and Skills in:

  • Building and maintaining strong internal and external relationships
  • Professional writing and presentation skills including conducting information sessions
  • Collaborative teamdriven leadership and project management
  • Demonstrating a commitment to public service and ensuring housing access for lowincome and historically marginalized communities

The ability to:

  • Navigate political financial and community dynamics to advance equitable and sustainable housing solutions
  • Maintain professionalism in controversial complex and public situations
  • Explain technical information to a nontechnical audience
  • Work with a diverse population

This CivilService position is FLSAexempt (not eligible for overtime). It is classified as a Manager 1 General Government. The full pay range for this discretionary pay position is $50.08 $75.12 per hour. The salary for this individual role has been identified as $71.32 hourly $148916.16 Annually based on 2088 hours per year).

This position offers the flexibility of a hybrid work schedule. Employees of the Office of Housing are expected to be inoffice 3 days per week. Tuesday is currently an inoffice day for the team. Individual schedules will be based on agreement between the employee and their supervisor.


Individuals selected to fill this position may be eligible to receive Language Premium Pay (SMC 4.20.360 which provides a $200.00 monthly stipend to qualified bilingual employees who are properly evaluated and assigned to provide direct communication in language interpretation or translation services to the public on behalf of the City of Seattle.
