PURPOSE OF ANNOUNCEMENT

The Department of Administrative and Financial Services has an anticipated vacancy in the Bureau of General Services in Augusta for the Director Building Control Operations.

JOB DESCRIPTION:

This is structure and craft work of a managerial nature in directing and overseeing repair construction maintenance building safety and security systems in all state owned buildings in multiple complexesand facilities in multipletowns state wide.Responsibilities include planning and directing the work of skilled semiskilled and unskilled workers in the building trades and security systems.Work involves laying out the overall project to subordinate supervisors and monitoring progress for quality and timeliness within budgetary requirements.Work is performed under limited supervision.

REPRESENTATIVE TASKS:

  • Determines plans assigns and evaluates work and work procedures in order to accomplish agency goals.
  • Plans coordinates and supervises work projects in order to meet established standards and ensure maximum maintenance program effectiveness.
  • Estimates and projects material and labor expenditures for new construction alterations and repairs in order to maximize use of available resources.
  • Reviews plans for new construction alterations and repairs in order to recommend changes needed for compliance with established standards.
  • Reviews and inspects work of outside contractors in order to ensure compliance with contract specifications.
  • Inspects buildings in order to ensure compliance with OSHA regulations and fire safety codes and makes recommendations and/or corrections for unsafe conditions.
  • Manages all facets of complex building security systems in order to determine security levels and layout of building security features to include card access and door control security monitoring and training of employees and management.
  • Manages all facets of the Building Management system including automated solutions for monitoring and controlling heating ventilation and air conditioning (HVAC) energy consumption lighting water and electrical equipment in order to collect and analyze data to identify problem areas and reduce energy consumption.
  • Manages all facets of the Life Safety Manager system in order to monitor and control facilities networks of fire alarm controllers;and trains staff related to site environmental electrical and fire notification and suppression in order to ensure safety.
  • Develops negotiates and administers the Honeywell Integrated Pest Management and Elevator Maintenance contracts in order to ensure continuous property management.
  • Functions as the Information Technology liaison for the Property Management Division; manages the physical server area and site preparation for computer hardware equipment research and ordering; coordinates network connections for installation of date circuits; coordinates with service providers both inhouse and contract in order to ensure best facility security.
  • Participates and serves on committees and workgroups in order to provide expertise and recommendations concerning safety and security policy and manual development.
  • Manages the Energy Manager system that helps collect and analyze data to identify problem areas and develops and implements energy savings projects in order to reduce energy consumption.
  • Manages the Digital Video Manager a digital closedcircuit television and surveillance solution in order to ensure safety.
  • Supervises personnel providing dispatch services for trades and Capital Police as well as alarm monitoring and resolution in order to ensure facility security.
  • Implements and complies with human resource laws policies procedures and practices such as: AA/EEO recruitment employment position classification performance appraisals training discipline contract administration human resource components of security protocols of agency information security and confidentiality policies and employee safety.

KNOWLEDGES SKILLS AND ABILITIES REQUIRED:

  • Knowledge of applicable laws rules regulations policies and procedures.
  • Knowledge of the methods practices materials and equipment of the building trades including carpentry masonry painting electrical plumbing automotive repair and/or boiler operations.
  • Knowledge of labor and materials cost estimation.
  • Knowledge of energy management procedures initiatives and projects.
  • Knowledge of the development and of contractual agreements.
  • Knowledge of building maintenance and project management.
  • Knowledge of OSHA fire safety and life safety guidelines and regulations.
  • Knowledge of HVAC programming and ability to make necessary adjustments.
  • Knowledge and understanding of security and access requirements for State owned buildings.
  • Ability to operate and maintain the Energy Management System.
  • Ability to use an automated work order system for work input and dispatch of work and to provide reports.
  • Ability to coordinate construction activities.
  • Ability to direct work of supervisory skilled semiskilled and unskilled workers.
  • Ability to read and interpret blueprints plans and specifications.
  • Ability to inspect building conditions.
  • Ability to plan and layout building maintenance and repair projects.
  • Ability to use applicable computer programs and security systems.

MINIMUM QUALIFICATIONS

A five 5 year combination of experience education and/or training inmaintenance and repair work and security systems including three 3 years in a supervisory capacity.
