Position Summary
The Academic Program & Organizational Proposal Specialist plays a critical role in facilitating the development review and submission of highquality proposals to the State Council of Higher Education for Virginia (SCHEV) and the Southern Association of Colleges and Schools Commission on Colleges (SACSCOC). The specialist manages the proposal process for new degree and certificate programs as well as organizational changes coordinating proposal advancement through VCU governance and external review.

Essential Duties and Responsibilities
Proposal Development and Facilitation

  • Facilitate the development editing and refinement of proposals for new degree and certificate programs as well as for organizational changes
  • Ensure proposals adhere to SCHEV guidelines VCU policies and accreditation standards
  • Manage the proposal workflow coordinating with relevant stakeholders to meet deadlines

Faculty and Staff Training and Support

  • Provide guidance to VCU faculty and staff on proposal requirements and best practices
  • Offer individualized support to stakeholders with varying levels of experience in proposal development
  • Develop and deliver training materials and workshops on proposal writing editing and review

SCHEV Liaison and Communication

  • Serve as a liaison with SCHEV staff building and maintaining positive relationships
  • Communicate SCHEV feedback and requirements to relevant VCU stakeholders in a timely and effective manner
  • Attend SCHEV meetings and workshops as needed

Governance and Compliance

  • Coordinate proposal advancement through VCUs shared governance processes ensuring compliance with all required approvals
  • Maintain accurate and uptodate knowledge of SCHEV regulations VCU policies and accreditation standards

Data Management and Reporting

  • Maintain accurate records of proposal information and status
  • Generate regular reports on proposal progress and outcomes including dashboard updates
  • Ensure data accuracy and integrity
Qualifications

Minimum Qualifications

  • Masters degree from an accredited college or university with three to five years of experience in higher education or a related field preferably in academic program development or curriculum management
  • Knowledge of SCHEV regulations and Virginia higher education policies
  • Experience in proposal writing editing and review
  • Strong project management and organizational skills
  • Excellent communication interpersonal and presentation skills
  • Demonstrated experience working in and fostering an environment of respect professionalism and civility with a population of faculty staff and students from various backgrounds and experiences or a commitment to do so as a staff member at VCU

Required Knowledge Skills and Abilities

  • Excellent interpersonal communication (written and verbal) skills. Ability to facilitate collaborative interactions negotiate seek consensus and achieve cooperation.
  • Ability to handle multiple and competing priorities simultaneously which may require frequent shifting of priorities but nonetheless requires completion of all projects.
  • Ability to execute transactions with tact and diplomacy.
  • Ability to function effectively as an integral part of a team.
  • Ability to learn through observation and reflection without having to rely on direct instruction.
  • Ability to plan and manage complex processes with multiple deadlines contributors and stakeholders.

Preferred Qualifications

  • PhD in education curriculum and instruction leadership or a related discipline
  • Experience working directly with SCHEV
  • Knowledge of accreditation standards
  • Experience with curriculum transformation initiatives
