Role purpose :

The Local Compliance Officer France (LCO) is responsible for the performance of the Compliance function in France under the supervision of L&C Manager France. The LCO provides advice to local business leaders on compliance and regulatory requirements and ensuring the implementation of systems and controls to mitigate those requirements across all lines of business.

Key elements of the role include:

  • providing advice assistance and support to the business on compliance related matters with the support of the L&C Manager France.
  • supporting compliance monitoring/oversight activity and reporting at a local & Regional level with the support of the Deputy Regional Compliance Officer EMEA
  • assisting / coordinating/ leading compliance related projects

supporting the maintenance of a strong compliance culture with French Business

Key responsibilities :

  • Advice
    • Provide the business and local management with proactive and reactive advice training and support on compliance and regulatory in accordance with regional timetables procedures and methodologies.
    • Ensure the effective implementation of the Business Compliance Framework across France
  • Monitoring
    • Support the regional monitoring team to carry out Compliance monitoring activity in accordance with agreed schedules and methodologies
  • Policy / Reporting & Planning
    • Assist / coordinate/ lead (as required) compliance related projects in France.
    • Regular reporting of activity and issues to both L&C Manager France and the Deputy Regional Compliance Officer EMEA.
    • Draft the country specific Compliance Plan for France.
    • Monitoring laws regulations industry trends assess impact advise provide recommendations for actions tracking implementation for France.
    • Log and update all regulation that may have any impact in France.
    • Maintain update and follow up the French breach and incident log
  • Financial Crime / Sanctions
    • Advice and review AML Local Policies at a local level
    • Advise on and review Gifts & Entertainment log local entries
    • Support the Regional Sanctions Team where relevant.
    • Advice on any other Financial Crime issue.
  • Regulatory Services and compliance
    Proactively engage with local management to:
    • maintain a culture of compliance throughout Chubbs French operations
    • ensure that the organisation is aware of and adheres to regulatory requirements and Chubb policies
    • ensure compliance and regulatory matters are raised and resolved
  • Compliance Risk Management
    • In line with Regional instructions ensure procedures are in place to identify legal compliance physical and operational risks and in conjunction with other functions and the business determine systems and controls to mitigate these risks (Business Compliance Framework).
    • Work with the business leaders to ensure the implementation of accurate and effective Compliance Risk Registers
    • Ensure potential Breaches & Incidents are investigated and where required reported to the Regional Compliance team. Ensure appropriate corrective action is taken and control frameworks updated.



Qualifications

Experience :

  • The candidate should have a strong knowledge of the insurance industry.
  • They must also have an excellent understanding of the French regulatory environment.
  • Some knowledge and experience of other regulatory environments across EMEA would be helpful.
  • The candidate should have the ability to work autonomously.
  • They should be adept at managing competing priorities with excellent time management and organisation skills.
  • The candidate should also have strong interpersonnel skills and be skilled at communicating with senior management

Qualifications :

  • Degree in Law (French) is favored

Languages :

  • French (native) and English (fluent at both written and spoken level)
