DIMA Coordinator

Organizational Setting and Work Relationships

The UNHCR Data Transformation Strategy 2020-2025 envisions that by 2025 UNHCR becomes a trusted leader on data and information related to refugees and other persons of concern thereby enabling actions to protect and to empower persons of concern. The Strategy stipulates investing in four complementary priority areas: data management and governance; information systems; capacities and skill development; and culture for evidence-informed decision-making. The strategy envisages data and information management functions in UNHCR carried out in a complementary and inter-linked manner between Headquarters Divisions and Services Regional Bureaux country operations and key external partners including persons of concern.

An important element is the establishment of Data Identity Management and Analysis (DIMA) units in all Regional Bureaux and potentially corresponding units in country operations led by a senior staff to ensure that UNHCR has a capacity to produce in line with global standards quality data information products conduct region-level analysis guide registration and identity management and advise on responsible and effective data use at country- and regional-levels.
The regional DIMA position is an integral part of the Regional Bureau with line management provided by the Regional Director (or delegated to senior managers) and functional lines with the data service in Headquarters and relevant Divisions. This will be the basis for strengthened collaboration with other relevant entities in UNHCR and externally with UN agencies humanitarian and development partners governments private sector and NGOs.

DIMA Coordinator oversees implementation of UNHCR data-related strategies policies and standards for information management statistics registration and identity management in the respective region or country operation. In close coordination with the other global services and within the Bureaux DIMA Coordinator also monitors and oversees as relevant the development of systems and processes for operational data within their areas of responsibility. Furthermore the incumbent provides guidance and technical support to other stakeholders including country offices and partners on robust and efficient data design collection processing sharing analysis dissemination data storage and archiving methodologies. DIMA Coordinator acts as a service provider in regards to data and information management for operations and ensures that UNHCR is able to fulfill its global commitments to the Inter Agency response in IDP situations. In IDP situations DIMA provides data statistics and information management support to the three UNHCR led Clusters.

DIMA is a client-oriented multi-sectoral service that has integrated internal coordination with all Bureaux or Country units particularly with the Protection Coordination Pillar.
Within the Bureau or country office DIMA Coordinator acts as an advisor to senior management and governance mechanisms/bodies on data management matters including resource allocation and partnerships. For corporate operational systems DIMA Coordinator has a delegated role to undertake business analysis for regional- or country-level tools where needed coordinate the prioritization of requirements for meeting regional or country specific systems development to be further reviewed and approved for implementation at the global level.

Regional DIMA teams leverage innovations from country operations and share best practices across the region and elevate globally relevant innovations to the attention of other regional DIMA Coordinators as well as Data Service at Headquarters.
Under the leadership of the Regional Bureau Director (or delegated to senior managers) the Data Identity Management and Analysis (DIMA) Coordinator leads the DIMA activities. S/He oversees the DIMAs overall activities including managing staff with responsibilities for information management statistics analysis registration and identity management including digital identity and operational data management. The DIMA Coordinator advises and guides on the establishment of data governance structures with the Regional Bureau or country operation.

The DIMA Coordinator identifies leads and implements country and regional capacity development plans to improve data literacy vertically and horizontally. Furthermore by building strong coordinated inter-related and transparent information systems as relevant to the region and/or country the DIMA Coordinator contributes to building knowledge within the Bureau and country operations.
The grade level of the positions with this role can be P4 or P5 depending on the number of the persons of concern under the Area of Responsibility (AoR) as well as the structure and location of the Bureau in which the position operates.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities in line with the regulatory framework of UNHCR which includes the UN Charter UN Staff Regulations and Rules UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition staff members are required to discharge their responsibilities in a manner consistent with the core functional cross-functional and managerial competencies and UNHCRs core values of professionalism integrity and respect for diversity.

Duties
- Lead the activities of the DIMA including supervision of staff within the DIMA Unit.
- Translate relevant data global strategies for their implementation at the regional and/or country level.
- Prepare and implement regional or country strategies for data and information management registration and identity management analysis and statistics.
- Oversee implementation of and compliance with standards for data related activities at the country and regional level in the functional areas of data and information management registration and identity management analysis and statistics.
- Ensure that the country operations receive technical support and guidance in the functional areas of data and information management registration and identity management analysis and statistics.
- Lead on exploring and establishing regional partnerships that strengthen the quality and use of data statistics and analysis.
- Review and approve systems (i.e. digital applications) development requests from country operations to be elevated to HQs for the final decision-making as part of the governance structure between HQs the Regional Bureau and the countries.
- Participate and represent in (as delegated) data governance bodies both internal and external including interagency fora activities and processes.
- Prepare and implement regional or country capacity development strategy in its functional areas consistent with global strategies and in collaboration with relevant entities and services.
- Chair and lead relevant bodies/platforms necessary to fulfil data-related responsibilities.
- Act as a Data Protection Officer at the regional level or Data Protection Focal Point at country level as delegated by the Regional Director or Country Representative.
- Review analytical reports and documents for internal and external use.

- Lead risk assessments and discussions with team(s) to proactively manage risks and seize opportunities impacting objectives. Ensure that risk management principles are integrated in decision-making both at strategic and operational levels. Allocate resources for planned treatments with resource requirements in Strategic Plans. Ensure that risks are managed to acceptable levels and escalate as needed. If a Risk Owner designate the Risk Focal Point and certify that the annual risk review is completed and ensure that the risk register is updated during the year as needed.

- At least 7 years of substantive experience related to data and information management in humanitarian and/ or development contexts;
- Strong understanding of the principles and concepts of international protection and UNHCR;

- Experience with phases of the data management lifecycle and associated methodologies;
- Demonstrated data literacy especially the ability to derive information from data and present evidence to decision-making;

The DIMA Coordinator plays a pivotal role in driving UNHCRs digital transformation agenda in the MENA region ensuring that operational responses are data-driven technologically innovative and efficiency-focused. Reporting to MENA Senior Management the incumbent will lead a multidisciplinary team composed of both international and local experts overseeing the development and implementation of scalable innovative and cost-effective technology solutions to support UNHCRs evolving operational needs.

The DIMA Coordinator will be responsible for designing and executing regional digital strategies that improve decision-making operational effectiveness and service delivery while ensuring compliance with UNHCRs corporate digital standards auditability and accountability frameworks.

Given the current regional context funding constraints and the demand for technical innovations to drive efficiency the incumbent must be able to develop strategic partnerships foster cross-sector collaboration and ensure that UNHCRs digital initiatives contribute to reducing costs optimizing workflows and supporting long-term sustainability.

Jordan has a total population of 9.4 million people. Amman houses 42% of Jordans population 4.008 million making it the populous city in the country. Amman is categorized as (A) duty station. Several International airlines operate daily flights from Amman (Queen Alia International Airport). The local currency is the Jordanian Dinar and the exchange rate is fixed and equivalent to ( 1 JOD0.71 USD) Money traders and good local banking system are available.

Jordan is visa free for UNLP holders; however appointed staff must obtain a residency permit. Residency permits and other local protocol remain a challenge due to governmental procedures subject to frequent changes. The process of obtaining residency in Jordan may vary depending on nationality of applicant type of contract offered and its length.

Staff members assigned to Amman are residing in private accommodation. Rent in Amman can vary depending on the size of the property itself number of bedrooms and the area of Amman in which it is located. Renting a 3-bedroom apartment can range fromUSD per month.

Food and other commodities are widely available in the local shops and markets.

Amman tends to have a Mediterranean climate; summers are mildly hot winter usually starts around the end of November and continues until mid-March there is occasional snowfall.

The medium for teaching in international schools is English however there are a few French language schools as well. There is a plethora of institutions for children of all ages from pre-school to high school as well universities.

The majority of international educational institutions are in Amman.

Amman is the home to many top-end hospitals and clinics. Due to Jordanian healthcares international appeal nearly all doctors and many support staff speak English. Healthcare here is also very accessible and affordable.
