Job Title: Program Controls Manager

Location: Ras El Hekma North Coast Egypt

The Program Controls Manager directs and governs the overarching project controls framework for the Wadi Yemm master developmentthe flagship precinct within the Ras El Hekma mega-destination on Egypts Mediterranean coast.

Operating within the Owner/PMC organization this role leads the integration of cost schedule risk change and earned value management across diverse horizontal infrastructure marine/coastal packages and large-scale vertical developments (luxury residential hospitality golf courses and commercial zones). The Program Controls Manager ensures uniform controls standards across all appointed international engineering consultants supervision firms and primary contractors executing on the North Coast.

Education Requirements and Acceptable Alternatives

Bachelors degree in Engineering / Construction Management Mandatory

Masters degree (Project Management / MBA) Preferred

Required Courses / Certifications

Project Management Professional (PMP) Strongly Preferred

Primavera P6 (Advanced / Enterprise level) Mandatory

Earned Value Management (EVM / EVMS) Strongly Preferred

Risk Management integration (cost & schedule risk) Strongly Preferred

Required Experience / Remarks

12 years total experience

5 years in program-level controls

Previous experience in project/program controls with PMC/Owners experience on major programs is highly recommended.
