The World Food Programme (WFP) is establishing a Regional Multi-Donor Trust Fund to enhance emergency preparedness in the Middle East Northern Africa and Eastern Europe (MENAEE). The Emergency Preparedness Trust Fund (EPR Fund) will enable faster cost-effective and scalable responses to sudden-onset and protracted emergencies in fragile settings.
This fund will support six strategic pillars of WFPs Regional Emergency Preparedness Trust Fund (EPR Fund) in the MENAEE region one of the pillars of this initiative is Result 2 which focuses on enhancing WFPs capacity to rapidly deploy mobile kitchens and bakeries across high-risk operational contexts.
Job Purpose:
The Project Coordinator will focus on working across multiple teams and with external partners to reduce lead times develop operational guidance and preposition equipment that enables the immediate provision of cooked meals and bread to crisis-affected populations.
ACCOUNTABILITIES/ RESPONSIBILITIES:
Ensure mobile kitchens and bakeries are readily available to WFP COs with a reduced delivery lead-time following the onset of an emergency in the region.
Support establishing regional Long-Term Agreements (LTAs) for the procurement and prepositioning of mobile kitchens bakeries and NFIs.
Oversee the prepositioning of mobile kitchens bakeries and NFIs in designated storage facilities at UNHRD sites in Dubai UAE and Brindisi ITALY.
Develop a comprehensive guidance and procedure package related to cooked meal and bread production; including (Standardised infrastructure requirements nutritional specifications for menus tools for engaging with community leaders / local authorities and stakeholders to understand specific needs and preferences of target populations particularly regarding whether cooked meals cold meals or bread are the preferred forms of assistance.
Conduct country-level mapping and preparedness in high-risk countries; starting with an initial set of six high-risk countries and expanding over the course of the two-year project.
Guide and support COs in reviewing and amending Field Level Agreements (FLAs) to support partnerships with caterers.
Develop comprehensive SOPs for the installation and management of the mobile units including food safety and quality measures.
Support COs in field-level setup and training missions when mobile kitchens and bakeries are activated.
Document and share best practices and lessons learned with internal teams.
Conduct a final project evaluation and compile a comprehensive end-of-project report detailing outcomes impact and recommendations.
Ensure regular project reports are shared with key stakeholders according to the cadence set by the Trust Management Lead.

DELIVERABLES AT THE END OF THE CONTRACT:
5 mobile kitchens and 5 bakeries units procured and prepositioned at UNHRD hubs.
Lead time for mobile kitchen deployment reduced from 63 to 21 days.
Regional LTAs signed with at least 2 qualified suppliers for mobile kitchen/bakery equipment.
Full guidance package finalized and translated into Arabic and local languages.
Country-level mapping assessments completed in at least 3 priority countries.
Two regional training sessions delivered to partners or WFP staff on cooked meals deployment.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
University Degree or Advanced University Degree in international relations political or economic science business administration food technology or other relevant academic areas.
Experience:
At least 2 years of relevant progressive work experience in humanitarian or private sector. Experience with designing and implementing humanitarian in-kind hot meals bakeries or cash programmes is valued.
Knowledge & Skills:
Experience and ability to effectively engage and coordinate across a variety of stakeholders.
Languages:
Fluency (level C) in English with an intermediate knowledge of another official UN language (Arabic Chinese French Russian and Spanish) or Portuguese (one of WFPs working languages) is desirable.
