1. Network Optimization

• Design and continuously optimize NTLs hub-to-province line haul network - route structure direct vs. relay routes hub connectivity departure frequency vehicle/fleet allocation and network capacity.
• Reduce structural transportation cost improve network utilization and cut unnecessary routes / empty running distance.

2. Transportation Performance Management & Control Tower

• Build a standardized data-driven performance management system covering on-time departure/arrival route adherence vehicle utilization delays and exceptions backed by a centralized Control Tower dashboard.
• Drive root-cause analysis on delays and service failures and reduce the claim / compensation rate through better exception management and accountability.

3. SOP Compliance Standardization & Change Management

• Build standardize and roll out operating SOPs across the transportation network ensuring consistent execution by all relevant staff.
• Monitor compliance through audits/checklists coach and train frontline operations teams and drive adoption through change management.

4. Continuous Improvement & Cost Efficiency

• Identify and lead cross-functional improvement initiatives (cost productivity service quality) across hubs branches and HQ functions using structured problem-solving and data.
• Track savings delivered and productivity gains and embed a continuous-improvement culture across the operations organization.

• Proven hands-on experience designing and optimizing a line-haul / hub-to-province transportation network at national scale (route structure direct vs. relay hub connectivity frequency fleet allocation) with a demonstrated measurable reduction in unit cost (cost/kg cost/shipment).
• Has personally built a KPI/data-driven transportation performance management system or Control Tower from scratch - KPI definitions dashboards exception alerts - with clear before/after OTD-OTA improvement.
• Experience standardizing and rolling out SOPs network-wide across multiple hubs/branches including compliance monitoring (audits/checklists) and change management to drive frontline adoption.
• Fluent English - able to work directly with foreign management/partners.

Other Requirements:

• 5 years of experience in operations excellence network/transportation planning or process improvement ideally within an express delivery e-commerce logistics or courier company.
• Bachelors degree in Logistics Supply Chain Industrial Engineering Business or a related field.
• Strong data and analytical capability; comfortable working with TMS/WMS to drive decisions.
• Familiarity with continuous improvement methodologies (Lean Six Sigma Kaizen) is a plus.
• Strong project management and cross-functional stakeholder management skills able to lead initiatives across hubs branches and HQ.
• Demonstrated ability to coach frontline operations teams and lead change through resistance.
