Our client a leading company in financial services sector in Vietnam is looking for a qualified candidate to join their firm.
Regulatory Strategy and Licensing
- Lead the preparation and submission of all compliance-related components required to obtain licences under the applicable regulatory framework in Vietnam.
- Serve as the primary point of contact with the relevant regulatory authorities.
- Interpret regulatory requirements and translate them into internal policies system specifications and operational controls.
- Support regulatory inspections licensing assessments and pre-launch audits where applicable.
Compliance Framework Ownership
- Design implement and continuously enhance the end-to-end compliance framework including anti-money laundering and counter-terrorist financing customer identification and due diligence enhanced due diligence customer risk classification transaction monitoring sanctions screening and regulatory reporting.
- Establish and maintain internal compliance policies procedures and control frameworks in alignment with local regulations and international best practices.
Control Design and System Governance
- Define and approve compliance control points across all key operational processes of the exchange.
- Work closely with the Product and Technology teams to ensure that compliance requirements are incorporated into system design and architecture.
- Review and approve rule logic thresholds and escalation criteria for anti-money laundering and customer identification systems.
Oversight of Compliance Operations
- Oversee the execution of customer identification and anti-money laundering activities by operational teams.
- Ensure that all activities comply with approved policies.
- Maintain consistency in decision-making.
- Ensure the timely escalation of high-risk cases.
- Review and approve critical or high-risk cases including account restrictions account freezes and suspicious transaction reports.
Regulatory Reporting and External Engagement
- Ensure that all regulatory reports are submitted accurately completely and within the required timelines.
- Act as the primary liaison with regulatory authorities in relation to audits inspections and incident reporting.
- Represent the Company in regulatory discussions consultations and policy alignment sessions.
Governance Risk Escalation and Board Reporting
- Escalate material compliance risks to the Board of Directors and provide clear recommendations for appropriate action.
- Recommend the suspension or restriction of products accounts or activities where compliance risks are identified.
- Maintain functional independence from business and operational teams.
Compliance Culture and Training
- Develop and promote a strong compliance culture throughout the Company.
- Design and deliver training programmes to ensure that all teams understand applicable regulatory obligations and internal policies.
Requirements
- Bachelors degree in Law Finance Business Administration or a related field. A Masters degree is a strong advantage.
- 8-10 years of experience in Compliance or Risk Management including 3-5 years in a senior leadership position at Head or Deputy Head level within Fintech Crypto or Financial Services.
- Professional certifications such as CAMS ICA or CRCM are highly preferred.
- In-depth knowledge of Vietnamese financial legislation and regulations governing digital assets.
- Proven experience working directly with Vietnamese regulatory authorities on licensing matters audits and regulatory submissions.
- Practical experience establishing compliance frameworks from the ground up and managing pre-launch compliance arrangements.
- Strong expertise in designing and operating AML and KYC frameworks transaction monitoring systems and regulatory reporting processes.
- Demonstrated experience leading and scaling compliance teams within high-growth companies or start-up environments.
- A high level of integrity together with strong strategic problem-solving capabilities in complex or ambiguous situations.
- Excellent stakeholder management and communication skills.
