King County Metro Transitis seeking a dynamic and visionary leader to serve in a Special Duty Assignmentas the Transit Capital Supervisorfor the Capital Divisions Planning and Portfolio Management Section.In this pivotal role youll lead a high performing team and guide the management of Operational Infrastructure Expansionsub-portfolio and capital planning efforts shaping the future of our transit system.

Reporting to the Capital Planning and Portfolio Management Section Manager within the Capital Division the Transit Capital Supervisor will guide a team of 8 capital planners and program/project managers. This team is responsible for planning a wide range of projects and programs within Metros Fixed Assets portfolio. Our ideal candidate will build strong strategic teams provide regular guidance and support and play a key role in advancing Metros Capital planning and portfolio management efforts.

This leadership role calls for someone who can motivate and empower staff foster innovation and inspire collaboration. The work directly influences how our operational employees and customers experience our transit system every day.

The Transit Capital Supervisor will also represent Metro Transit in conversations with a diverse group of stakeholders including internal client divisions within Metro granting agencies transit agency and city partners community leaders and labor representatives.

This recruitment will be used to fill 1 SDA position anticipated to last approximately 6 months with possibility for addition this selection process may be used to generate an eligibility pool for future Special Duty Assignment vacancies that may occur in this classification within this workgroup. The eligibility pool will be retained for 12 months from the date of posting andmay be used at the discretion of the hiring authority.

Job Duties

As the Transit Capital Supervisor you will:

  • Lead the development and management of a teamof capital planners and program/project managers.
  • Establish sub-portfolio managementbest practices for the Operational Infrastructure Expansion capital sub-portfolio includes 9 programs.
  • Develop and support a positive workplace culture and sense of belongingfor employees.
  • Support employee growth and developmentthrough regular performance discussions employee development plans and annual performance appraisals.
  • Model effective interpersonal communication and leadership skillsincluding listening motivating managing conflicts or crises with courage and composure and dealing with difficult problems with flexibility and adaptability.
  • Manage resourcesincluding staff time consultant resources and project and program budgets. Identify resource gaps and propose solutions through additional staffing or consultant support. Lead recruitment efforts to fill vacant positions.
  • Participate in the Capital Planning and Portfolio Management team and provide strategic partnershipto the Section Manager.
  • Lead the infrastructure component of Metros zero-emission capital program including base conversions charging infrastructure and supporting technology needed to fully transition fixed and non-fixed route vehicles in close coordination with the ZE Core Team in the General Manager Office.
  • Oversee budget preparation
  • Develop and maintain successful relationshipswith internal and external customers such as Metro Transit Facilities Vehicle Maintenance Mobility Marine and Bus Operations Divisions as well as other transit agencies local jurisdictions and consultants.
  • Manage planning for programs and develop plans for strategic investmentin existing and new infrastructure and facilities.
  • Provide strategic and ongoing contributions to Metro Capital Divisions continuing process improvementfor capital planning program management and portfolio management processes and systems.
  • Perform other related duties as assigned.

Experience Qualifications Knowledge Skills

Minimum Qualifications:

  • A bachelors degree or higher in Engineering Architecture Urban Planning Construction Management Business Management Public Administration or related field with 2 (two) years of supervisory and/or management experience in capital project related fields OR an equivalent combination of education and experience that demonstrates the skills knowledge and abilities required to perform the role effectively.
  • Experience and knowledge in navigating Metro processes such as Getting Things Built and CIP development and procurement.
  • Increasingly responsible experience in the field of capital project development.
  • Proven background in people leadership and directing work via supervisor or lead experience including experience developing and managing workplans
  • Advanced knowledge of capital project planning techniques and principles.
  • Experience developing and managing consultant contracts.
  • Experience building and maintaining excellent relationships with people from diverse backgrounds.
  • Ability to engage in strategic thinking including addressing challenges with innovation focusing on the customer and anticipating and planning for future needs.
  • A focus on operational excellence and continuous improvement.
  • Knowledge of public finance budgeting techniques and principles.
  • Excellent oral written and interpersonal communication skills.

Desired Qualifications:

  • Knowledge of engineering techniques and principles (typically found in four years of college training).
  • Advanced knowledge of capital portfolio management techniques and principles.
  • Familiarity with Enterprise Asset Management.
  • Direct experience with the transit industry.
  • Experience with facilities maintenance and/or facilities management principles and best practice.
  • Familiarity with LEED or other green building program best practice.

Work Location
This is a hybrid position. The main work site for this position is King Street Center 201 S Jackson St. Seattle WA 98104.

This team works in a hybrid model with 3 days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change.

Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Work Schedule
The work week is normally 40 hours Monday through Friday. Alternative work schedules may be possible. This position is exempt from the provisions of the Fair Labor Standards Act and therefore is not eligible for overtime pay.
