The Virginia Department of Education is recruiting for a Talent Acquisition and Compensation Manager to join the Division of Human Resources and Organizational Development team!
The Talent Acquisition and Compensation Manager proactively leads and manages talent acquisition classification and compensation functions of the Departments Office of Human Resources.
The Talent Acquisition and Compensation Manager is responsible for the following duties:
- Manage and lead team members who carry out and oversee talent acquisition and compensation functions within the Office of Human Resources.
- Support Hiring Managers in the development and revision of Position Descriptions to include benchmarking to ensure classifications SOC coding EEO coding FLSA exemption status and compensation are appropriate and in compliance with federal state and regulatory requirements.
- Have working knowledge of organizational design organizational development principles workforce planning staffing models staffing structures workforce analysis and organizational restructures/reorganizations including the ability to assess operational and workforce needs; evaluate departmental operations organizational structure position alignment reporting relationships and spans of control; and develop strategic recommendations to improve efficiency effectiveness workforce utilization and alignment with agency goals and operational priorities.
- Lead the advancement modernization and continuous improvement of Talent Acquisition and Compensation operations by driving innovation and operational excellence through the implementation of automated processes workflows and HR technology solutions; leveraging data analytics dashboards metrics benchmarks and reporting tools to measure effectiveness identify trends ensure compliance enhance service delivery increase operational efficiency and support strategic workforce planning and data-informed decision-making.
- Plan design and implement compensation programs that align with the VDOEs strategic goals and comply with DHRM policies and other legal guidelines. This includes base pay management annual salary structure movement and incentive plans.
- Collaborate with business leaders and HR partners to align workforce needs with compensation strategies focusing on succession planning and career development.
Minimum Qualifications
- Demonstrated experience with full-lifecycle recruitment principles and procedures with a proven track record of managing end-to-end hiring processes designing comprehensive talent acquisition strategies and leading recruiting teams.
- Demonstrated experience with compensation and recruitment software and HRIS systems.
- Demonstrated knowledge of business and management principles involved in human resources modeling management techniques and coordination of people and resources.
- Demonstrated experience supervising staff to include the ability to provide clear expectations that relate to goals and objectives of the department frequent constructive feedback and ensure staff have necessary knowledge skills and abilities to accomplish goals.
- Demonstrated experience conducting internal and external market analysis and with compensation survey tools such as Mercer.
- Demonstrated experience performing data analysis and financial modeling with the ability to interpret complex data and make informed recommendations.
Additional Considerations
- Bachelors degree in Human Resources Business Administration Economics or related field preferred.
- SHRM or Certified Compensation Professional (CCP) credentials preferred.
- Demonstrated experience with leading the compensation and classification process on a large scale to include conducting comprehensive market research and salary studies analyzing complex compensation data to provide recommendations design implement and manage base pay programs salary bands pay grades and salary structures to ensure internal equity and external competitiveness.
- Demonstrated knowledge of state government policies procedures and practices as it relates to the human resources programs.
- Demonstrated experience using applications such as Excel and PowerBI at an intermediate to expert level for compensation planning activities.
