POSITION TITLE: Senior Project Manager (Key Personnel)
LOCATION: Hybrid Alexandria VA
POSITION SUMMARY
The Senior Project Manager will provide senior-level analytical operational and program management support for the National Science Foundation (NSF) Technology Innovation and Partnerships (TIP) Directorate Logistics and Operational Support contract. The individual will be responsible for leading day-to-day contract operations coordinating support activities across multiple TIP sections managing staff and task execution monitoring performance metrics and ensuring successful delivery of all contract requirements within scope schedule and budget.
This position serves as the primary operational interface with NSF leadership Program Directors Business Operations Managers and the Contracting Officers Representative (COR) and is responsible for ensuring the successful execution of proposal processing panel support outreach activities executive support meeting logistics data tracking and administrative operations.
DUTIES AND RESPONSIBILITIES
Lead daily contract operations and coordinate activities across all assigned task areas.
Develop and manage work plans schedules staffing assignments and performance objectives.
Monitor contract performance to ensure compliance with established service levels timelines and quality standards.
Oversee proposal processing activities reviewer coordination panel support operations and post-award administrative activities.
Manage meeting conference workshop webinar and outreach support activities.
Coordinate activities among Program Specialists Meeting Coordinators Data Specialists Outreach Associates and Administrative Support personnel.
Prepare and review monthly quarterly and annual contract deliverables and status reports.
Identify operational risks and develop mitigation strategies to ensure uninterrupted support to NSF programs.
Conduct performance measurement workload analysis and process improvement activities.
Apply business process analysis workflow optimization and organizational assessment techniques to improve operational efficiency.
Support development and maintenance of Standard Operating Procedures (SOPs) quality control processes and knowledge management resources.
Facilitate weekly status meetings and provide regular updates to NSF stakeholders.
Ensure all activities are performed in accordance with NSF policies procedures and applicable federal regulations.
MINIMUM REQUIREMENTS
Bachelors degree from an accredited institution.
Minimum of six (6) years of experience providing program management project management operational support administrative support or consulting services.
Demonstrated experience managing multidisciplinary teams and coordinating complex operational activities.
Experience developing work plans monitoring performance metrics and managing project schedules and deliverables.
Strong analytical organizational and communication skills.
Proficiency with Microsoft Office Suite Microsoft Teams Sharepoint and related collaboration tools.
HIGHLY DESIRED QUALIFICATIONS
Experience supporting NSF NIH DOE or other federal research grants or innovation programs.
Familiarity with proposal review grants administration or peer review processes.
Experience coordinating conferences workshops panels webinars or large-scale stakeholder meetings.
Experience with Salesforce or similar systems.
PMP certification or equivalent project management credential.
Experience supporting executive-level stakeholders within a federal environment.
