Job Summary

The Senior Manager - Bridge Structural Engineer and Design will report to and collaborate directly with the Deputy Chief of Capital Delivery Bridge and Structures. The Senior Bridge Structural Engineer and Design Manager should be an experienced structural/bridge engineer who is a licensed professional civil or structural engineer in the Commonwealth of Massachusetts. The primary responsibilities of this position will be to lead direct supervise and perform bridge/structural design activities and reviews a range of highway and railroad/transit bridge projects within Capital Programs. Additional tasks may include performing structural analysis and design load ratings design/repair plan and specification development and cost/quantity estimates. The Senior Bridge Structural Engineer and Design Manager will oversee the work of team members and have the ability to effectively communicate with and work closely with multiple departments across the MBTA including but not limited to: operations groups construction logistics contract support and capital delivery as well as with outside consultants and stakeholders

Duties & Responsibilities

  • The Senior Project Manager has the responsibility for the projects technical and financial directions and for ensuring external and internal customer satisfaction with project results.
  • Stay current with industry standards codes and best practices related to bridge design and structural engineering.
  • Collaborate with other managers within the department as well as with other Authority departments regarding all in-house design projects senior level reviews and assistance in the development of technical standards.
  • Perform and lead in-house design projects as it relates to all stages of bridge and structural design.
  • Deliver comprehensive bridge designs (plans sketches and specifications) and technical reports.
  • Have a good working knowledge of engineering principles and how they apply including ability to identify structural and hazardous issues and provide recommendations.
  • Work on a team to perform design calculations estimates specifications and bid documents for various bridge and culvert rehabilitation/replacement projects.
  • Prepare bridge load rating calculations and reports using various analysis software.
  • Perform quality control and/or quality assurance on bridge inspection and rating reports.
  • Manage and coordinate project tasks or activities with other Capital Programs personnel including contract administration field staff and other project coordinators as required.
  • Manage and coordinate project tasks with other Departments including but not limited to Capital Program Support Department Finance Engineering and Maintenance and Railroad Operations as required.
  • Manage and coordinate inspection/engineering activities with outside agencies abutters utility companies community groups and other third parties affected by the inspection/engineering activities as required.
  • Resolve any conflicts that may occur throughout the life of the inspection/engineering activities.
  • Proactively identifying and resolving potential field issues.
  • Secure commitments from MBTA Operating Departments concerning the availability of their resources.
  • Organize and prioritize workload be proactive in identifying inspection/engineering activities needs/requirements.
  • Work independently in addressing complex tasks in a time-sensitive environment. Follow up on actions required for task and project completion while seeking guidance as necessary.
  • Will indirectly oversee support personnel (Inspection/Engineering Team Members) including Assistant Project Managers Project Coordinators Resident Engineers Construction Inspectors and other administrative personnel as assigned.
  • Respond to each inquiry whether from a customer vendor or co-worker in a courteous and professional manner consistent with the Authoritys Customer Service quality standard.
  • Uphold the rights and interests of the Authority while building and maintaining an effective relationship with employees.
  • Drive a company or personal vehicle to inspection/engineering activities and/or attend off-site meetings.
  • Available to work all shifts and locations as assigned or directed.
  • Assist in the management of a workforce by ensuring the fair and consistent application and strict adherence to the rules regulations collective bargaining agreements (if applicable) and policies of the Authority including the EEO Anti-Discrimination and Anti-Harassment and Anti-Retaliation policies.
  • Perform all other duties and projects that may be assigned.

Minimum Requirements & Qualifications

  • Bachelors degree from an accredited institution in civil or structural engineering discipline or directly related field.
  • Five (5) years of demonstrated experience in bridge/structural engineering projects and bridge inspection.
  • Two (2) years of experience at the supervisory level.
  • Registered Professional Engineer (Structural or Civil) in Massachusetts or the ability to obtain a Mass. PE within six (6) months.
  • Proficiency in the design and analysis of bridges made from structural steel timber and reinforced and prestressed concrete.
  • Knowledge of temporary works/shoring design and installation.
  • Effective organizational analytical quantitative multitasking and time management skills.
  • Ability to communicate with all levels of the organization as needed.
  • Working knowledge of industry standards and ability to support project safety.
  • Effective communication organizational analytical time management and interpersonal skills.
  • Working knowledge of Microsoft Word Excel Database and PowerPoint applications.
  • Proven track record of collaboration transparency and problem-solving skills.
  • The ability to effectively communicate with customers employees and vendors.
  • Excellent customer service and conflict resolution skills.
  • Must possess a valid drivers license.
  • Availability to work twenty-four (24) hours per day seven (7) days per week.

Substitutions Include

  • A masters degree in a related subject substitutes for two (2) years of general experience.
  • A nationally recognized certification or statewide/professional certification in a related field substitutes for one year of experience.

Preferred Experience

  • Masters degree from and accredited institution in a related subject.
  • Experience working in the public sector construction projects and/or transit industry.
  • Experience as a bridge inspection Team Leader / Supervisor of bridge inspectors.
  • Knowledge transit/railroad related safety rules and regulations and conducting work in an operating environment.
  • Completion of FHWA-NHI-130055 (Safety Inspection of In-Service Bridges) or FHWA-NHI-130056 (Safety Inspection of In-Service Bridges for Professional Engineers).
  • Meets the qualifications for a NBIS inspection team leader.
  • Movable bridge design and/or construction experience.
  • Familiar with FTA FRA MBTA and MassDOT rules and regulations regarding project delivery environmental requirements and permitting.
  • Familiar with AREMA AASHTO and MBTA standards.
  • Knowledge of MassDOT FHWA and FRA bridge and tunnel inspection requirements and protocols.
  • Experience in managing on-call bridge and tunnel repair or rehabilitation contracts.
  • NHI/NBIS certification.
  • Experience in managing multiple inspection and rating contracts for commuter rail transit highway and pedestrian bridges.
  • Work knowledge of Bridge Management Software and programs (MassDOT 4D Pontis BRR and Trapeze programs).
  • Experience using E-Builder or another platform.
  • Knowledge and experience with AASHTOWare Bridge Rating software.
  • Additional FHWA/NHI Training Non-redundant Steel Tension Members Moveable Bridge Tunnel or Ancillary Structures.
  • Knowledge and experience with asset management systems for Bridges Tunnels and other structures.
  • Knowledge and experience with bridge and structures inspection programs.
  • Understanding of bridge safety inspection methods structural behavior deterioration characteristics of bridge materials and bridge maintenance repair and rehabilitation methods.
  • OSHA 10-hour Construction Safety and Health

  • Intern / co-op staff must be enrolled full or part-time in an accredited educational program and maintain a cumulative GPA of at least 2.5 for the entire duration of the internship / co-op.
