Digital Consultants seeks a Program Manager to support the United States Army West Desert Test Center (WDTC) Data Science Division (DSD) Information Technology Support Services (ITSS) contract at Dugway Proving Ground (DPG) Utah. The Program Manager serves as the Contractors central point of contact with the Government and is responsible for overall contract management personnel oversight performance monitoring and execution of all requirements identified in the Performance Work Statement (PWS). The Program Manager shall perform on-site management of contract operations and ensure compliance with contract terms and conditions while supporting mission-critical Information Technology (IT) and Information System (IS) services.


Duties to include:

  • Serve as the Contractors central point of contact with the Government for performance of all work under the contract.
  • Provide overall management and oversight of contract performance.
  • Ensure all work performed complies with contract requirements terms and conditions.
  • Coordinate work schedules travel requirements reporting accountability conduct and performance of contractor personnel.
  • Maintain communication with the Contracting Officer (KO) Contracting Officers Representative (COR) and Government stakeholders.
  • Designate and coordinate with the Alternate Program Manager when absent.
  • Ensure contractor personnel meet required training certification and qualification requirements.
  • Support contract performance reviews meetings briefings and reporting requirements.
  • Monitor contract performance and assist in resolving operational issues and Government concerns.
  • Support transition-in staffing and workforce continuity activities.
  • Ensure compliance with Army WDTC cybersecurity information security operational security (OPSEC) physical security personnel security public affairs and foreign disclosure requirements applicable to contract performance.
  • Be available to respond to Government concerns and situations in support of contract execution.
Requirements
  • Clearance: Secret
  • Certifications: Minimum of an IAT Level I; PMP preferred
  • Education: HS Diploma required; Bachelors Degree in IT Computer Science Info Systems Business Administration or Management preferred
  • Experience:
  • 24 semester hours in mathematical engineering or quantitative analysis coursework 15 years of cost analysis experience familiarity with DoD cost databases OR 5 years of experience within the last 10 years serving as a Program Manager.
  • Desired experience includes:
    • Experience supporting Department of Defense (DoD) Information Technology service contracts.
    • Experience supporting enterprise IT operations infrastructure cybersecurity network operations systems administration or service desk environments.
    • Experience managing personnel supporting multiple IT functional areas.
    • Experience supporting Army test range laboratory or installation environments.
    • Experience supporting performance-based service contracts.
    • Familiarity with WDTC DPG or Army Test and Evaluation environments.

Physical Requirements: The candidate must be able to travel to other worksites as required and with or without reasonable accommodation be able to sit stand use computers and monitors and perform duties in an office environment for extended periods. The candidate must be able to lift up to 40 lbs. on occasion (e.g. moving a case of paper or similar task) that may occur occasionally.
