We are seeking a detail-oriented and knowledgeable Payroll Specialist with strong experience in certified payroll prevailing wage compliance and Davis-Bacon projects. This role is responsible for ensuring accurate payroll processing while maintaining full compliance with federal state and local labor regulations. The ideal candidate will have hands-on experience reviewing contracts for wage determinations submitting certified payroll reports and collaborating with project teams to support public works projects.
Key Responsibilities
Certified Payroll & Compliance
Prepare and submit weekly certified payroll reports in compliance with federal and state requirements using platforms such as LCP Tracker Elations and DIR (Department of Industrial Relations)
Ensure compliance with Davis-Bacon Act prevailing wage laws and public works regulations
Review project contracts and bid documents to determine applicable wage determinations classifications and fringe requirements
Maintain up-to-date knowledge of prevailing wage rates across different counties and jurisdictions
Audit payroll records to ensure proper classification of workers and adherence to wage determinations
Payroll Processing & Systems
Process payroll accurately and timely using Sage 100 Contractor
Enter update and maintain payroll data and job cost coding in the system
Ensure proper tracking of certified payroll records fringe benefits and deductions
Employee & Apprenticeship Administration
Update and maintain Employee Authorization of Deduction forms
Track and submit apprentice hours to WECA (Western Electrical Contractors Association) or applicable apprenticeship programs
Maintain employee records to ensure compliance with labor and payroll requirements
Project Collaboration
Partner with Project Managers (PMs) to gather necessary project and labor information for prevailing wage compliance
Build strong working relationships with internal teams to ensure timely and accurate payroll reporting
Assist PMs and management with compliance documentation and reporting requirements
Reporting & Documentation
Maintain organized records of certified payroll reports audits and compliance documentation
Respond to audits inquiries and requests from regulatory agencies
Identify and resolve discrepancies or compliance issues proactively
Qualifications
Required
3 years of payroll experience with a strong focus on certified payroll and prevailing wage
Hands-on experience with Davis-Bacon and public works projects
Experience submitting certified payroll through LCP Tracker Elations and DIR systems
Proficiency in Sage 100 Contractor (or similar construction payroll software)
Strong understanding of wage determinations fringe benefits and compliance requirements
Experience reviewing contracts to identify applicable labor classifications and rates
Knowledge of multi-county prevailing wage requirements
Preferred
Experience working with electrical contractors or construction industry
Familiarity with WECA apprenticeship reporting
Payroll certification (CPP or equivalent) is a plus
