The Illinois Department of Early Childhood (IDEC) is seeking to hire a Payroll Representative within the Division of Human Resources overseeing the accurate and efficient administration of payroll operations. The position involves following procedures to ensure compliance with Agency and State-wide Policies and Procedures Personnel Code Rules Pay Plan Collective Bargaining contracts as they apply to time and pay. The role involves collaboration with Office of the Comptroller Department of Central Management Services (CMS) State Employees Retirement System and other entities concerning payroll matters. Essential Functions
- Under direction of the Payroll & Timekeeping Program Manager serves as the Payroll Representative for the Illinois Department of Early Childhood (IDEC).
- Serves as a liaison and the main point of contact for all payroll related inquiries.
- Performs professional duties relating to retirement functions for IDEC employees.
- Develops maintains and composes various written and/or statistical reports and correspondence for the Payroll & Timekeeping Unit.
- Serves as a backup for timekeeping.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge skill and mental development equivalent to completion of four (4) years of college.
- Requiresone(1)year of professional human resources experienceorsatisfactory completion of an approved training program.
Preferred Qualifications
- Prefers two (2) years of professional work experience handling complex payroll operations for a state federal or private entity.
- Prefers two (2) years of experience using human resources and payroll systems e.g. Systems Applications and Products (SAP) Illinois Management Systems for Human Resources (IMSH) Personnel Examination and Eligibility Records System (PEERS) and Microsoft Office Suite (Excel Outlook and Word) to generate written and statistical reports dashboards cost center summaries and audit-ready documentation that support payroll planning and fiscal oversight and ensure compliance with Central Management Services (CMS) rules using Microsoft Office Suite graphs and charts.
- Prefers two (2) years of experience gathering data in order to formulate reports.
- Prefers two (2) years of experience handling confidential information/documents and following confidential guidelines and procedures.
- Prefers two (2) years of professional experience managing and reconciling employee transactions including promotions transfers salary adjustments garnishments deductions leave balances and direct deposit setup while maintaining confidentiality and accuracy across multiple systems and pay periods.
- Prefers two (2) years of experience providing professional human resources related assistance to higher level human resources staff.
Conditions of Employment
- Requires the ability to successfully pass an agency criminal history check through the Illinois State Police
- Requires the ability to work from the office regularly.
- Requires ability to travel in the performance of duties with overnight stays as appropriate.
- Requires ability to use agency-supplied equipment (e.g. laptop monitor personal computer telephone).
- Overtime is a condition of employment and you may be requested or required/mandated to work overtime including scheduled unscheduled or last-minute overtime. This requires the ability to work evenings and weekends.

About the Agency
The Illinois Department of Early Childhood (IDEC) was signed into law in June of 2024 with the focus of making early childhood education and care services simpler better and fairer for families with young children across the state. During fiscal years FY25 and FY26 IDEC will be working through transitioning data programs and services from three state agencies the Department of Children and Family Services (DCFS) Illinois Department of Human Services (IDHS) and the Illinois State Board of Education (ISBE) to IDEC in order to be fully operational by July 2026.
