Job Summary

The Grant Development Specialist has a primary role in contract and grant application development including budget preparation data-informed needs assessment and coordination of all required submission components across multiple electronic portals (for example HRSA EHB Just Grants and foundation platforms). Responsibilities include program design and development activities that meet the emerging needs of urban American Indians and other underserved populations with a focus on evidence-based programs and promising or best practices aligned with NATIVE HEALTHs service array. The Grant Development Specialist facilities activities to diversify agency funding enabling program sustainability and agency growth and plays a pivotal role in project start-up upon grant award (e.g. budget finalization internal funding opportunities seeking funding to address identified community needs that are consistent with the NATIVE HEALTH Mission Statement and approved by the Board of Directors. The Grant Development Specialist will report directly to the Chief Development Officer (CDO).

RESPONSIBILITIES AND DUTIES:

  1. Research and synthesize data to determine community need for programs and applicable funding sources using internal service data local and national health statistics and other quantitative and qualitative sources to justify need in proposals. 
  2. Facilitate development of program plans that fit within funding requirements incorporate evidence-based or best-practice models where feasible and address identified targeted service gaps for urban American Indians and other underserved populations.
  3. Develop prepare and submit complete compliant grant applications; including narratives work plans logic models budgets budget justifications attachments and forms to federal state tribal and local governments and foundations. 
  4. Lead or support the development of grant budgets and budget narratives in collaboration with program and finance staff ensuring alignment with funder requirements agency policies and cost principles. 
  5. Manage pre-award submission processes in multiple electronic systems (for example HRSA EHB Just Grants ASSISR and common foundation/corporate online portals) including account management form completion document uploads and routing steps.
  6. Facilitate planning and project development meetings to elicit program personnel input for program development within funding source guidelines including clarifying roles timelines deliverables and evaluation strategies. 
  7. Coordinate project start-up activities upon award such as internal kick-off meetings initial implementation timelines grant file setup budget confirmation and supporting the hand-off to program and finance leads for ongoing implementation and reporting. 
  8. Support grants management best practices by establishing and maintaining organized electronic grant files; documenting proposal status award decisions and key grant conditions.
  9. Work with the Board of Directors CDO and other Development staff to facilitate fundraising initiatives throughout the year ensuring that grant and fundraising strategies are coordinated and mutually reinforcing. 
  10. Develop documents and special projects as assigned including case statements letters of interest concept papers fact sheets and other development or program planning materials.
  11. Develop and expand viable community giving programs in coordination with Development staff aligning individual and corporate giving opportunities with grant-funded initiatives where appropriate.  
  12. Identify and cultivate foundation and corporate funding opportunities that complement government grant funding and advance organizational priorities. 
  13.   Use grants management and CRM/database software to track proposals awards reporting schedules and funder relationships; generate routine and ad hoc reports for leadership and the Board.
  14. Submit monthly activity reports as requested to enable monthly reporting to the Board and support internal performance monitoring. 
  15. Participate in professional and ethical upgrading activities such as workshops webinars seminars and conferences related to grant development evidence-based practices and grants management best practices. 
  16. Maintain professional collaborative relationships with program finance and clinical teams as well as with funder representatives to support effective grant development and implementation.
  17. Perform other duties as assigned.

Qualifications :

KNOWLEDGE SKILLS AND ABILITIES:

  1. Knowledge of the cultural social and economic background of the populations being served particularly urban American Indian communities and other underserved populations.
  2. Knowledge of medical behavioral health public health and wellness services in an integrated primary care and community-based setting.
  3. Strong organizational and project management capabilities including the ability to manage multiple concurrent proposals deadlines and stakeholders.
  4. Demonstrate grant writing and editing skills including clear culturally responsive and persuasive writing for diverse funders.
  5. Demonstrate ability to develop and monitor grant budgets and budget narratives in collaboration with finance and program staff.
  6. Skills in using quantitative and qualitative data to justify need describe target populations and support program design and evaluation plans.
  7. Familiarity with evidence-based programs promising practices and/or best-practice frameworks in relevant service areas (such as primary care behavioral health substance use maternal and child health and community wellness) and the ability to integrate these into proposals. 
  8. Proficiency in using electronic grant submission and reporting systems (for example HRSA EHB Jut Grants ASSIST and common foundation portals). 
  9. Proficiency and experience in using grants management software and standard office software (such as Microsoft Word Excel PowerPoint and Outlook) and comfort in learning new databases and platforms.
  10. Capabilities to interact successfully and professionally with potential funding or service provider agency management including governmental and private sector agencies and to represent NATIVE HEALTHs mission and programs effectively. 
  11. Strong attention to detail time management and follow-through skills including the ability to work independently and as part of a team in a fast-paced environment. 

QUALIFICATIONS AND EXPERINCE:

  1. Bachelors degree required; a degree in public health public administration social work business communications or a related field is preferred.
  2. Established record of successful grant procurement from federal and local governments tribes and foundations; experience with health or community focused funding streams is strongly preferred. 
  3. Minimum of five years of related experience in grant writing grant development or grants management; experience with budget development and grant start-up is preferred.
  4. Experience working with electronic grant submission systems (such as HRSA EHB Just Grants and foundation/corporate portals) and with grants management or CRM software. 
  5. Experience using data (e.g. EHR/service data public health data census data and other community indicators) to support needs assessments and program design.
  6. Possession of a valid Arizona drivers license with no DUI/DWI or reckless driving convictions in the last five (5) years and no more than two (2) at fault accidents in the past three years. 
  7. Must pass a criminal background check and obtain a Class I Fingerprint Clearance card within the initial ninety (90) calendar days of employment and retain a valid card while employed with NATIVE HEALTH.
  8. Must pass substance abuse testing upon employment and submit to random testing during employment.
  9. Must provide an updated immunization (IZ) record at the time of employment. 
  10. Must have a current (within 12 months) Tuberculosis (TB) skin report upon employment and provide an annual update.
  11. Employment is subject to background investigation clearance.
