Job Summary

LC State invites applications for the Dean of Career & Technical Education.

Salary and rank based on experience and qualifications: $100000 - $110000

Degree Required: Masters degree in a related field from a regionally accredited institution. Consideration may be given to individuals currently enrolled in and completing a Masters program with a confirmed completion date.

Required Qualifications:

  • Minimum of three (3) years of progressively responsible administrative or leadership experience in postsecondary education community college or technical education.
  • Demonstrated knowledge of the Carl D. Perkins Career and Technical Education Act and postsecondary CTE accountability frameworks.
  • Proven ability to develop implement and assess CTE curriculum and programs.
  • Experience in budget development fiscal management and resource allocation.
  • Strong record of building partnerships with employers industry and community organizations.
  • Excellent oral and written communication skills including the ability to present to diverse stakeholders.
  • Demonstrated commitment to student access and success.
  • Must meet qualifications to obtain Idaho State Career Technical Administrators Certificate ( Qualifications:
    • Doctoral degree (EdD or PhD) in Education CTE or a related field.
    • Teaching or instructional experience in a postsecondary CTE program.
    • Experience administering Perkins V grants or other federal workforce education grants.
    • Familiarity with Idahos postsecondary CTE landscape regional workforce needs and the Idaho Division of Career Technical Education.
    • Experience with NC3 certification programs dual enrollment or secondary-to-postsecondary articulation.
    • Record of successful enrollment growth and program development in a CTE or technical education context.
    • Experience working in a rural or regional higher education environment.

    Responsibilities:

    Academic Leadership & Curriculum:

    • Provide leadership and day-to-day administration for all programs within the School of Career & Technical Education including Technical & Industrial programs and embedded academic programming across each academic division. Oversee Adult Learning and Workforce Training. Collaborate with the Health Professions Dean on financial oversight of the Allied Health Division.
    • Oversee curriculum development program review and continuous improvement processes in alignment with LC State academic policy NWCCU accreditation standards and Idaho State Board of Education requirements.
    • Supervise the assessment of student learning outcomes and program effectiveness; develop and implement improvement plans based on data.
    • Ensure currency of course articulation agreements with regional high schools community colleges universities and industry partners.
    • Manage technical advisory committees for each CTE program facilitating the incorporation of industry recommendations into curriculum and training.
    • Collaborate with NC3 and other national partners to advance industry-recognized certifications embedded in CTE coursework.

    Personnel & Faculty Development:

    • Recruit hire supervise mentor and evaluate CTE faculty and staff including full-time adjunct and classified employees in accordance with college policy.
    • Develop faculty teaching assignments and workload allocations.
    • Promote a culture of instructional excellence professional development and continuous learning among CTE faculty and staff.
    • Address and resolve personnel matters in coordination with Human Resources and the Provosts Office.
    • Support faculty participation in governance processes including senate curriculum committee and other faculty-led committees.

    Budget Grants & Resource Management:

    • In conjunction with the Budget Office develop and manage the CTE annual operating budget with transparency and faculty/staff input; present budget recommendations to the Provost/President.
    • Serve as the institutional lead for the Carl D. Perkins Career and Technical Education Act (Perkins V) grant ensuring compliance with Idahos state plan accountability measures and reporting requirements.
    • Identify pursue and administer additional grant and funding opportunities (federal state and private) to support program expansion equipment upgrades and student scholarships.
    • Prepare periodic cost analyses for each program ensuring fiscal sustainability.
    • Oversee the Schweitzer Career & Technical Education Center facility operations in coordination with campus facilities and community partners.

    Student Success & Enrollment

    • Champion student recruitment retention and completion strategies specific to CTE learners including coordination of events such as the NC3 National Letter of Intent Signing Day.
    • Collaborate with Admissions Financial Aid and Advising to develop clear enrollment pathways stackable credentials and articulation bridges from high school CTE into LC State programs.
    • Ensure faculty provide adequate academic advising and student support services for CTE students.
    • Track and analyze enrollment retention graduation and employment placement data; use data to drive programmatic decisions.
    • Additional duties include direct and indirect activities to support recruitment and retention of students.

    Workforce & Community Partnerships

    • Cultivate and maintain strong partnerships with regional employers industry associations economic development organizations and sector-specific advisory boards.
    • Represent LC State in local regional and statewide professional organizations and workforce development coalitions including the Idaho Division of Career Technical Education (IDCTE) under the direction of the Provost.
    • Collaborate with the Idaho Department of Labor IDCTE and Idahos other technical and community colleges to align CTE offerings with the states workforce needs.
    • Maintain active relationships with neighboring school districts to support secondary-to-postsecondary CTE pipelines and dual enrollment opportunities.

    Strategic Planning & Institutional Collaboration

    • Contribute to the development and execution of LC States strategic plan; align CTE goals with institutional priorities.
    • Participate in senior academic leadership meetings Presidents Cabinet and institutional accreditation processes.
    • Report on CTE program performance and strategic progress to the Provost President and State Board of Education as required.
