Location: Austin TX (Onsite)

Duration: 3 Months (Up to 592 Hours)
Job Description:
We are hiring a Business Analyst 3 for the Texas Department of Agriculture. This is a senior-level role requiring strong experience in business analysis requirements gathering and quality assurance within application/software development environments.
Key Responsibilities:
- Gather analyze and document business and user requirements
- Translate requirements into user stories
- Analyze policies and procedures impacting system functionality
- Perform QA on user stories (acceptance criteria & NFRs)
- Develop training materials and support end-user training
- Identify process improvement and automation opportunities
- Assist in preparing project deliverables (charter plans test plans risk plans)
- Troubleshoot application issues and recommend solutions
- Develop and execute test cases
- Manage scope UAT deployment and change requests
- Coordinate with vendors and manage invoicing
Required Skills:
- 8 years of Business Analysis experience
- Strong experience with User Stories & Agile methodologies
- Experience in QA / Manual Testing
- Knowledge of SDLC
- Strong stakeholder communication skills
Preferred Skills:
- Experience with Licensing Systems
- Understanding of License Lifecycle Management
- Experience working with State/Government agencies (Texas preferred)

Requirements
Years Required/Preferred Experience 8 Required Experience with the following tasks: Provide complex quality assurance consultation to or oversight of projects assignments or special initiatives. 3 Required Experience with Agile methodologies user story creation working as part of an Agile team participating in all Agile ceremonies and leading Refinement and Sprint planning sessions. 3 Required Experience using Azure Dev Ops Jira or similar 3 Required Experience performing highly complex (senior level) business analysis work. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. 3 Required Experience with the following tasks: Coordinate the analysis of program policies and procedures to determine their effect on automated systems and system functional areas. 3 Required Experience with the following tasks: Coordinate with outside vendors and contractors to complete projects and service requests; and defines assigns and evaluates their work . 3 Required Experience with the following tasks: Identify opportunities to improve business processes through automation and help prepare proposals to develop new systems. 3 Required Experience with the following tasks: Consult on the analysis of an application troubleshoots system problems and implements solutions. 3 Required Experience with the following tasks: Review complex project deliverables such as charters design documentation test plans and risk assessment plans; and provide comments and suggestions to document owners. 3 Required Experience with the following tasks: Develop training curricula and conduct formal training sessions covering assigned systems modules. Develop the design and/or review of test cases; processes change requests. 4 Preferred Minimum 4-7 years to experience Previous experience working with TDA systems.
