Overview

Element has an opportunity for a Divisional Safety Health and Environmental (SHE) Business Partner Asia who will be primarily responsible for all of the policies practices and operations for the Safety Health and Environmental functions within Company this role you will work with the business leaders and employees of the division to support the implementation of the companys safety health and environmental (SHE) program. This position reports directly to the Business Unit Safety Health & Environmental (SHE) Director and has a dotted line reporting to the Regional Vice President. The hub office location for this position will be co-ordinated with the needs of the company and with consideration to the proximity of the candidate to existing Element locations although local and regional travel will be required at times to support the needs of the company.
This role will support the division across a number of company locations in Tuas Jalan Boon Lay Kaki Bukit Ang Mo Kio and Johor (Malaysia). The role will encompass the SHE management responsibilities to support laboratory activities and project deliverables within workstreams in Singapore.

Responsibilities

Supporting divisional leadership to:

  • Liaise and provide support to the wider Business Unit SHE Management Team.
  • Implement strategic improvements and initiatives for continuous improvement and alignment of Company and Business Unit SHE management systems throughout the division.
  • Help achieve a step change in HSE management by building HSE accountability and responsibility through the operational teams.
  • Understand the wider coverage requirements of the division and ensure roles and responsibilities are appropriately established across the division.
  • Actively provide necessary guidance and support the application of risk control measures for all stakeholders.
  • Support the creation of improvement plans and monitor progress of their implementation as necessary.
  • Ensure a suitable Training Needs Analysis is completed for the division and that appropriate training programs are developed to ensure a competent workforce.
  • Manage SHE functional personnel within the division to ensure support and governance across all divisional workstreams.
  • Support operational SHE representatives and focal points across divisional locations and workstreams.
  • Coach divisional leadership and operations teams within the Asia SE Division.
  • Support the review and development of Element Business Practices Operational SOPs and Risk Assessments.
  • Support the development of annual improvement plans.
  • Complete an internal audit program to support governance of divisional activities against the company management system.
  • Facilitate and support the completion of external SHE management system audits.
  • Ensure locations achieve compliance with applicable regulatory and Element SHE program requirements.
  • Assess opportunities for improvement shares best practice across Element.
  • Regularly review WSH NEA SCDF and other applicable legislation and codes to understand any changes which may impact company operations and/or prompt process review.
  • Communicate and engage effectively across all levels.
  • Regularly monitor and report on improvement plan progress to the Business Unit SHE Director and Regional Vice President

Skills / Qualifications
  • Degree in Risk/ Loss /Safety Management Engineering Occupational Safety or other related fields or an equivalent combination of education and experience.
  • The candidate must have a strong understanding of Singaporean Workplace Safety & Health legislation and other applicable statutory requirements (i.e. NEA SCDF etc.)
  • Minimum experience level: 5-10 years of experience in a Safety Health and Environmental leadership role with previous management experience.
  • Experience of site-based activities (in industrial or construction) is preferred.
  • Familiar with ISO14001/45001/BIZSAFE management system certification.
  • Ability to conduct investigations following negative events and support the finding of root causes whilst identifying corrective action requirements.
  • Ability to write and compile report information as is required for company reporting purposes.
  • Ability to calculate figures statistics and data as well as workplace exposure limits.
  • Ability to apply concepts of basic algebra and geometry to workplace data reporting.
  • Ability to solve practical customer problems and proficient in Microsoft Applications (Access Word Excel)
  • Excellent communication skills in English and local dialogue.
  • Team player able to interact with different stakeholders including externally to clients and internally to various management and operational levels.
  • Willing to travel and the ability to visit locations within Singapore and a remote location in Malaysia is required.
