Job Summary

Responsible for leading the overall Treasury and Asset & Liability Management (ALM) for the Singapore Branch ensuring all activities are aligned with internal policies Head Office directives delegated authorities and MAS regulatory requirements.

Key Responsibilities

  • Provide strategic leadership for the Branchs treasury operations ensuring robust governance controls and regulatory compliance.
  • Act as a trusted advisor to Branch Management on treasury matters through market intelligence financial analysis and actionable recommendations.
  • Manage the Branchs liquidity and funding position ensuring all local regulatory liquidity requirements are met and maintained.
  • Lead mentor and supervise the dealing team in monitoring liquidity assessing global and domestic market conditions and evaluating treasury products.
  • Oversee treasury transactions - reviewing approvals monitoring exposures against limits and ensuring accurate and timely execution within the control framework.
  • Drive treasury performance reporting and insights - preparing business reviews market commentary and strategic proposals for the Asset and Liability Management Committee (ALCO).
  • Track key market developments escalate material risks or operational issues promptly to senior management.
  • Cascade decisions and guidance from Branch Management and Board Committees to the Treasury team to ensure alignment and execution.
  • Manage resource allocation workflow and daily operations of the Treasury function for operational efficiency.
  • Lead people management for the team including objective setting performance reviews coaching talent development and recommending recognition or corrective actions per Bank policy.
  • Lead the Branch ALM function and serve as a key member of ALCO and other governance committees including Credit Compliance and Risk Management.
  • Build and maintain strong working relationships with financial institutions regulators counterparties and market participants to advance the Banks franchise.
  • Contribute to business growth by identifying opportunities to improve treasury revenue optimize balance sheet and enhance market presence.
  • Undertake other related assignments as directed by Branch Management.

Requirements

  • Degree in Banking & Finance Economics Commerce Business or related field.
  • Minimum 20 years of experience in treasury / financial markets / banking with proven track record in a senior leadership capacity within a bank.
  • In-depth expertise in treasury products funding & liquidity management balance sheet management (ALM) and financial markets.
  • Sound knowledge of Singapore treasury regulatory framework and MAS requirements.
  • Strong analytical capability leadership presence communication and stakeholder management with sound judgment in decision-making.
