I. DESCRIPTION OF SERVICES
Texas Higher Education Coordinating Board requires the services of 1 Data Analyst/Report Writer 3 hereafter referred to as Candidate(s) who meets the general qualifications of Data Analyst/Report Writer 3 Data/Database Administration and the specifications outlined in this document for the Texas Higher Education Coordinating Board.
All work products resulting from the project shall be considered works made for hire and are the property of the Texas Higher Education Coordinating Board and may include preselection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Higher Education Coordinating Board will pay no fees for interviews or discussions which occur during the process of selecting a Candidate(s).
Texas Higher Education Coordinating Board requires the services of One Data Analyst/Report Writer Level 3 hereafter referred to as Candidate(s) who meets the general qualifications of Senior Data Analyst Core Technology Type and the specifications outlined in this document for the Texas Higher Education Coordinating Board. This position shall carry out data analysis work related to organizing and mapping data from one or more systems in a logical manner to allow for ease of reporting within CAPPS Financial Systems and agency Power BI environments. This work will be executed in partnership with a dedicated team tasked with providing BusinessObjects (BOBJ) reports within CAPPS Financial Systems and Power BI reports that provide information from both CAPPS and legacy financial data sets as well as migrating reports from Web Focus to Power BI.

Demonstrated experience with Peoplesoft Financials Reporting (Peoplesoft 9.2 FSCM Modules including GL/KK AM PO eProcurement). This shall include a detailed understanding of CAPPS Financials data as provided by the Texas Comptrollers Office (CPA)

Demonstrated experience in gathering requirements from agency staff translating requirements into report writing tasks understanding and documenting business processes tied to the reports.

Demonstrated experience in the development and tuning of complex SQL scripts stored procedures and package development in large scale database projects to provide view objects for reports.

III. TERMS OF SERVICE
Services are expected to start 03/18/2024 and are expected to complete by 09/30/2024. Total estimated hours per Candidate shall not exceed 1216 hours. This service may be amended renewed and/or extended providing both parties agree to do so in writing.
IV. WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Higher Education Coordinating Board. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM excluding State holidays when the agency is closed.
The primary work location(s) will be at 1801 Congress Ave. Suite 12.200 Austin TX 78701. Any and all travel per diem parking and/or living expenses shall be at the Candidates and/or Vendors expense. Texas Higher Education Coordinating Board will provide preapproved written authorization for travel for any services to be performed away from the primary work location(s). Preapproved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends evenings and holidays as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and preapproved through Texas Higher Education Coordinating Board.
