• Strong analytical capacity and experience in socio-economic analysis, needs assessment and programme design
• Ability to undertake technical policy-focused research related to local governance, local development and decentralization
• Good knowledge and substantial field experience in local governance, local development and decentralization.
• Solid understanding of the concept/theory and practice of decentralization and local governance broadly.
• Sound knowledge on the policy and implementation of decentralization related processes and mechanisms.
• Experience in strategic planning, participatory and inclusive methodologies (territorial and local development plans) including gender equity and women s empowerment in local governance processes.
• Experience in working with government s institutions, local communities, civil society, private sector and other non-governmental organizations.
